Clarification on Parlimentary Convention
House of Commons debates Wednesday, 4 June 2008 Points of Order Robert N. Wareing: On a point of order, Mr. Speaker. May I seek your guidance? Just after the Queen's Speech, you made an announcement about the need for Members to abide by the parliamentary convention that Members should not interfere in constituencies of other Members. On 25 January, Lord Adonis came to my constituency and, on 1 February, the Secretary of State for Children, Schools and Families also came. They both visited schools in my constituency. I was not made aware of the visits and I understand from leaflets that were put out in the constituency that they were there on the encouragement of Mr. Stephen Twigg, who wishes to unseat me at the next election. Speaker: It is not a point of order. Except to say, I have said on previous occasions, and I reiterate it now, that when Ministers intend to come to a constituency, they should write to the honourable Member concerned and show them the courtesy of letting them know that they are going to be in the constituency. They do not need to ask the permission of a Member of Parliament to come into the constituency, of course, but they must notify them. That is the convention, which should be adhered to. I will not be drawn into the argument about motives. Robert Smith: What advice applies to the Prime Minister when he visits a constituency to hold a meeting? Should the Prime Minister also notify us of his visit? Speaker: All Ministers of the Crown should do so.

The 2006 Lebanon War, known in Lebanon as the July War (Arabic: حرب تموز Ḥarb Tammūz) and in Israel as the Second Lebanon War (Hebrew: מלחמת לבנון השנייה Milkhemet Levanon Ha-Shnía), was a 34-day military conflict in Lebanon and northern Israel. The principal parties were Hezbollah paramilitary forces and the Israeli military. The conflict started on 12 July 2006, and continued until a United Nations-brokered ceasefire went into effect on 14 August 2006, though it formally ended on 8 September 2006 when Israel lifted its naval blockade of Lebanon. Hezbollah (Arabic: حزب الله ḥizbu-llāh, literally "party of God") is a Shi'a Islamic political and paramilitary organization based in Lebanon. It follows an Islamist Shi'a ideology developed by Ayatollah Ruhollah Khomeini, leader of the Islamic Revolution in Iran. Sky News is a 24-hour British domestic and international television news channel that started broadcasting on 5 February 1989 as part of the then four-channel Sky Television service, as well as a hourly news radio service in the UK. Broadcast of a 24-hour radio service is due to begin in 2007. It was modelled on the US CNN channel. George Galloway (born 16 August 1954 in Dundee) is a Scottish politician and author noted for his left-wing views, confrontational style, and rhetorical skill. He has been a Member of Parliament (MP) since 1987 and currently represents Respect for the Bethnal Green and Bow constituency. He was previously a Labour Party MP for Glasgow Hillhead and for Glasgow Kelvin. Galloway is perhaps best known for his vigorous campaign to overturn economic sanctions against Iraq in the 1990s and early 2000s and to avert the 2003 invasion of that country. He made visits there in 1994 and 2002. As part of a speech in his 1994 visit in which Iraqi dictator Saddam Hussein was in attendance, he said "Sir, I salute your courage, your strength, your indefatigability", although Galloway has always claimed that he was addressing the Iraqi people. In his 2002 visit, as war talk and claims of weapons of mass destruction filled the airwaves, he said "we are determined that we are going to do everything we can to stop this rush over the cliff." He was later accused by a U.S. Senate Committee led by Norm Coleman of personally profiting from abuses of UN Oil-for-Food programme. He combatively countered the charges by accusing Coleman and other pro-war politicians of covering up the "theft of billions of dollars of Iraq's wealth... on your watch" that had occurred post-invasion Coalition Provisional Authority by "Halliburton and other American corporations... with the connivance of your own government." He was expelled from the Labour Party in October 2003 when a party body decided that similarly strong statements he had made in opposition to the invasion had brought the party into disrepute. In January 2004, Galloway made his comeback as a founding member of Respect, a new political coalition to the left of Labour, in association with the Socialist Workers Party and other left-wing groups, anti-Iraq war activists such as Salma Yaqoob, and other figures on the British left such as film director Ken Loach. He won his seat in the 2005 general election, the first time Respect had contested a Parliamentary election. On 3 November 2007, the Socialist Workers' Party claimed that Galloway had announced he was splitting from Respect after an internal dispute. Galloway denied this, and together with Respect chair Linda Smith, Vice Chair Salma Yaqoob and sixteen other members of the National Council, issued an invitation to a Respect Renewal conference, organized on the same day and time as the scheduled Respect conference. On 17 July 2007, Galloway was censured by the House of Commons Select Committee on Standards and Privileges, which recommended his suspension from the House for 18 days for "his unwillingness to cooperate fully with the Commissioner, and his calling into question of the Commissioner's and our own integrity [which] have in our view damaged the reputation of the House". In response, Galloway commented: "Once more and yet again I have been cleared of taking a single penny or in any way personally benefiting from the former Iraqi regime through the oil for food programme or any other means ... What really upset them [the committee] is that I always defend myself." On July 23, 2007, during a debate on the Committee's recommendation, Galloway was ordered out of the House of Commons by the Speaker after making repeated attacks on the integrity of officers of the House
Parlimen Malaysia - Sothinathan Speaks For Medical Students
In an unprecedented move, the cabinet yesterday suspended Deputy Minister of Natural Resources and Environment Datuk S. Sothinathan for three months with immediate effect for going against government policy. Explaining the reason for the decision, Prime Minister Datuk Seri Abdullah Ahmad Badawi said: "As a member of the government, he should not have taken the stand to criticise the government (in Parliament)." He said that this was certainly a breach of party (BN) discipline. He said Sothinathan, who will still be a member of parliament, will stay away from the front bench for three months. This is the first time the government is suspending a deputy minister from its ranks, Abdullah said after speaking at an investors conference. Sothinathan, 45, who is Teluk Kemang MP and MIC secretary-general, had during a debate on the Crimea State Medical University (CSMU) issue in the Dewan Rakyat on Tuesday, questioned the government's decision to de-recognise CSMU degrees. The debate was on a DAP motion to discuss the Malaysian Medical Council's decision to not recognise CSMU degrees, affecting Malaysian students. Sothinathan had said many of the students at the university are Indians and because of this, being a BN component party, the MIC is duty-bound to protect their interest. "We are the party in government representing the Indian community ... it is our duty to right a wrong when it happens," he had said when responding to Deputy Health Minister Datuk Dr Abdul Latiff Ahmad. The Chief Secretary to the Government in a statement issued last night said: "Based on the Code of Ethics for Members of the Administration 2004, a member of the administration (including deputy minister) is bound by the principles of joint responsibilities, that is, he cannot make any statements which are contrary to government policities." Tan Seri Samsudin Osman, who is also cabinet secretary, said the decision to suspend Sothinathan was made at the cabinet meeting which discussed his behaviour in Parliament on Tuesday. "The cabinet decided to get the consent of the Yang di-Pertuan Agong to suspend the YB Deputy Minister (Sothinathan) for three months with immediate effect," he said. The decision is in accordance with Clause (1) Article 43A which is read jointly with Section 29 of the 11th Schedule of the Federal Constitution. When contacted, Sothinathan said he accepts the decision and will continue to do his party and constituency work. Met at works minister and MIC president Datuk Seri S. Samy Vellu's office, he refused to elaborate on the decision. He had earlier held a closed-door meeting with Samy Vellu. Also present were MIC leaders including its vice-president Datuk G. Palanivel. Samy Vellu said in a statement that it is Abdullah's prerogative to suspend Sothinathan. "The prime minister has the right to take this decision because it is his prerogative to appoint ministers and deputy ministers, apart from other government officials." He said that he will table the MIC's stand on CSMU at the next cabinet meeting, since Health Minister Datuk Dr Chua Soi Lek will not be present. Minister in the Prime Minister's Department Datuk Seri Nazri Abdul Aziz said that Sothinathan loses his privileges and responsibilities as a deputy minister, as well as his salary, during that period. He said he had informed BN Chief Whip Datuk Seri Najib Abdul Razak of the breaking of rank and had provided the Hansard and tape recording of the debate as evidence. He said Sothinathan was not referred to the Dewan Rakyat Privileges Committee because he did commit an offence in relation to his position as an MP. "What he actually did was he broke rank and it was solely an administrative issue because he was part of the government. He broke the party discipline and he was disciplined." Nazri denied that the suspension was meant as a warning to front bench members not to speak against the government. "If you are member of the administration, it is your duty to defend the stand, decision and policy of the government. You cannot have the cake and eat it." In December 2002, Penang assemblymen Lim Boo Chang and Tan Cheng Liang were suspended indefinitely by the MCA and BN for refusing to vote against an Opposition motion to defer the RM1.03 billion Penang Outer Ring Road project in the state assembly.
