He is commonly characterized as a clueless newbie who rarely thinks through his posts and can't deal with the consequences of his actions.
On 2ch and related BBSes, two greater than signs followed by a number is automatically linked to another post in the same thread: >>1 links to the first post, >>2 to the second, and so on. As many 2ch users post anonymously, these links are also used as shorthand to refer to the persons behind the linked posts. Hence the name ">>1-san", ''-san'' being the most common honorific for personal names.
