An 'accredited registrar', also called an 'Accredited Certification Body' (CB), is an organisation accredited by a recognised accrediting body to issue certification confirming that an organisation meets the requirements of a standard (e.g. ISO 9001).
Examples of recognised bodies that accredit registrars are the Joint Accreditation System of Australia and New Zealand(JAS-ANZ), ANSI-ASQ National Accreditation Board in the USA, UKAS in the United Kingdom, or the Deutscher-Akkreditierungsrat (DAR) in Germany, URS Certification in India & Europe http://www.ursindia.com
