The Deputy Commissioner is the head of the civil administration of the district. He is generally a middle-level IAS officer of Punjab Cadre. As the District Magistrate, he also effectively the head of the police force.
Illustrious Deputy Commissioners include 'Ramesh Inder Singh' (1984-1987), 'Sarbjit Singh' (1987-1992) and 'Karan Bir Singh Sidhu' (1992-1996). The first two were conferred ''Padam Shri'' by the Government of India. Sidhu played a leading role in the revival of the democratically elected local bodies by oraganising elections to Municipal Councils, Gram Panchayats, Panchayat Samitis and finally the Zila Parishad, in face of dire threats by terrorist organisations, in 1992-1993. Terrorism also subsided in his tenure. He successfully foiled two hijacking attempts of Indian Airlines aeroplanes in a single calendar month in 1993. Sidhu was also responsible for the revival of the Golden Temple Beautification Project, popularly called the ''Galliara Project'', besides bringing international Cricket back to Amritsar (ODI with New Zealand), by getting the Amritsar Games Association (AGA) stadium refurbished through local initiates.
