BILL LOCKYER


'William Westwood "Bill" Lockyer' (born May 8, 1941) is the current State Treasurer of California. Prior to this, he served as California's Attorney General and head of the Department of Justice for the U.S. state of California. He was elected in 1999 on the Democratic ticket, and was replaced by Jerry Brown in 2007. Previously he was a member of the California State Assembly and served as President Pro Tempore of the California State Senate.
He is an alumnus of the University of California, Berkeley, graduating with a BA in political science in 1965. As an undergraduate, he founded the Cal Berkeley Democrats. In 1986, during his first term in the California State Senate and after 13 years in the California State Legislature, Lockyer graduated from the McGeorge School of Law, University of the Pacific. He also received a teaching credential from California State University, Hayward. Lockyer has been married to Nadia Maria Davis since April 2003, and has a daughter, Lisa, and son, Diego. [1]

DNA: Eliminated decade-old DNA backlog

Prior to 1999, the state’s DNA data bank wasn’t much more than a mailing address. Lockyer, as Attorney General, led the effort to process 220,000 DNA samples from convicted offenders. The Department of Justice (DOJ) now has the largest working data bank in the country. Prior to 1999, the DOJ was averaging one "hit" each year. It's now producing one "hit" a day. In June 2006 alone, DNA hits aided 164 investigations.
Taxpayer Protection: Set record-setting pace in recovering money ripped off from taxpayers and Medi-Cal program

Lockyer increased the size of the DOJ’s Medi-Cal Fraud Unit by more 20-fold, and established a stand-alone False Claims Section to go after those who lie to obtain tax dollars or avoid paying money owed to taxpayers. Since 1999, the False Claims section has recovered roughly $236 million for taxpayers. Meanwhile, the Medi-Cal Fraud Unit has obtained court-ordered recoveries totaling $503.2 million, dwarfing the $69 million obtained in the prior eight years by 629 percent.
Sex Offenders: Implemented award-winning Megan’s Law web site six months ahead of schedule

Lockyer strongly backed legislation to establish California’s Megan’s Law web site, which provides the public online access to information about registered sex offenders living in their communities. When the law was enacted, the DOJ immediately went to work, and successfully implemented the web site six months prior to the statutory deadline. Since it became operational in December 2004, through May 2006, the site has experienced more than 286 million requests for information from about 27 million individuals.
Energy Crisis Piracy: The first to investigate collusion, price manipulation and antitrust violations

In August 2000, the Attorney General launched the state’s first investigation into power companies responsible for the blackouts and price gouging California suffered in the Energy Crisis of 2000-01. Now, the Attorney General’s Energy Task Force ranks as the foremost state-government entity fighting to recoup for California consumers, taxpayers and businesses the billions of dollars wrongly taken from them by the energy companies. To date, settlements brokered by the Task Force have a combined value of $5.3 billion, and have produced more than $3.2 billion in benefits to ratepayers. Those forced to pay back money include the masterminds of the piracy – Enron, Reliant, Dynegy, El Paso, Mirant, Williams and Duke.

Recent Events


On November 7, 2006 Bill Lockyer was elected as California's 32nd State Treasurer. As Treasurer, Lockyer has:

★ Netted $900 million for California K-12 schools and community colleges, and $350 million for infrastructure projects, in a tobacco bond transaction.

★ Saved taxpayers $205 million by refinancing $4.1 billion in general obligation bonds.

★ Secured $8.5 million in donations to small and rural clinics as part of record $958 million health facility financing deal.

★ Approved financing on two recycling projects that use innovative technology to improve air quality, conserve water, reduce global warming emissions and create jobs.
