Senior CPC Official meets Zyuganov
BEIJING, Jan. 21 (Xinhua) -- Wang Jiarui, head of the International Department of the Communist Party of China (CPC) Central Committee, meets Chairman of the Communist Party of the Russian Federation Gennady Zyuganov here Monday. Speaking positively of the Sino-Russian relations, Wang said the two countries are both in vital phase of development. To contiguously consolidate and promote bilateral strategic partnership of coordination is a consensus of the two countries, and is in their fundamental interest. Zyuganov said the Russian Communist Party is a good friend of China and the Chinese people. The party will endeavor to promote bilateral friendship and cooperation, and hopes to further enhance exchanges with the CPC, so as to push forward the Sino-Russian strategic partnership of coordination. The two officials also briefed each other on respective domestic situation.

Xu Caihou inspects in NDU and units in Jinan and Shijiazhuan
While making an inspection tour in the troop units stationed in Jinan and Shijiazhuang and the National Defense University (NDU) over April 21-25, Xu Caihou, member of the Political Bureau of the CPC Central Committee and vice chairman of the Central Military Commission, pointed out that conducting the activity of deeply studying and implementing the scientific outlook on development is a vital strategic arrangement made by the 17th National Congress of the CPC, an important move to arm the Party and the armed forces with the latest achievements of the application of Marxism in China, and likewise a concrete step to enhance the governing capability and the building of the advanced nature of the Party in an all-round way.   At present, as the experimental work in the armed forces is in full swing, each experimental unit must have a clear understanding of the significance of the work and do a good job in the experimental work in the spirit of great responsibility, with high political zeal and a solid work style, Xu said during the inspection. Member of the Poliburo Standing Committee of the CPC Central Committee, Zhou Yongkang, made the call while inspecting a collapsed tunnel in Gansu Province. Zhou Yongkang arrived in Shaanxi Province on Thursday afternoon. He then headed to Huixian County in neighboring Gansu Province where the collapsed tunnel along the Baoji-Chengdu Railway is located. En route, Shaanxi provincial officials updated Zhou Yongkang about their disaster relief work. The senior official called on the party committees and governments at various levels in Shaanxi to make the earthquake disaster relief work as their most important and urgent tasks. He also urged them to do their best to rescue the injured, relocate the victims and guarantee their basic standards of living. Zhou Yongkang stressed that Shaanxi -- which borders Sichuan -- should continue making the most of its geographic advantage to help Sichuan with the disaster relief work. The senior official also carefully studied the tunnel rescue work with accompanying experts. The Baoji-Chengdu Railway is the lifeline linking northwestern China to its southwestern provinces. During Monday's devastating earthquake that rocked Sichuan Province -- a freight train derailed -- paralyzing the railway linking Chengdu, the capital of Sichuan, and Baoji City in Shaanxi Province. The train with five hundred tons of gasoline on board caught fire. It burned for about 40 hours before more than 1,500 rescuers put out the fire on Wednesday. Zhou Yongkang urged workers to safeguard against any gasoline explosion and possible quake-induced landslides. But to make every effort to dislodge the damaged train from the tunnel and repair the railway and tunnel so that the line can resume operations as soon as possible. Zhou Yongkang said, "The Standing Committee of the CPC Central Committee's Political Bureau has held two meetings especially for the disaster relief work. And the general-secretary has called on rescuers to make all-out efforts to overcome difficulties and achieve the success of disaster relief efforts. Especially right now, we are rescuing victims in the worst-hit province of Sichuan. And the next step is rebuilding their homes. The recovery of the railway is connected to the lifeline of west and southwestern China." Zhou Yongkang also met with Gansu provincial officials and related experts to further study the railway rescue work on Thursday night.
Guo Boxiong calls for greater efforts in military training

PLA Head urges a good training joint operational commander
  Upon the approval of Chairman Hu Jintao and the Central Military Commission, the PLA symposium on training joint operational commanders was held in the National Defense University on June 26. At the symposium, participants summed up and exchanged the experience of the PLA and the Armed Police Force in training joint operational commanders and made arrangements for promoting the training of joint operational commanders at a new starting point. Xu Caihou, member of the Political Bureau of the CPC Central Committee and vice chairman of the Central Military Commission, stressed at the symposium that it was imperative to vigorously intensify the cultivation of joint operational commanders so as to provide a powerful talents support for comprehensively carrying out the historical mission of the army in the new century and the new period.   Chen Bingde, member of the Central Military Commission and chief of general staff of the PLA, and Li Jinai, member of the Central Military Commission and director of the General Political Department of the PLA, attended the symposium and presided over the symposium respectively in the morning and in the afternoon.   Xu Caihou pointed out that to strengthen the training of joint operational commanders was an important strategic task put forward by Chairman Hu Jintao, an inevitable requirement for the army to adapt itself to the change of battle forms, a pressing need for the army to effectively fulfill its historical mission in the new century and the new period and an important measure to boost the PLA personnel training strategic program in order to bring up high-quality military personnel of a new type. For his part, Richards spoke highly of the contributions the Chinese people have made to China's economic development and social progress. He said his country hopes to further strengthen cooperation with China in various fields and to continue to push forward bilateral ties. They also discussed the current world energy situation and measures to address the issue. He Guoqiang arrived in the country after a goodwill visit to Cuba. Trinidad and Tobago is the second leg of his four-country visit that will also take him to Brazil and Angola.

And he also called for telecommunications, power and water supplies and transportation access to be restored as soon as possible. President Hu urged local governments to keep a close watch on the latest developments concerning the earthquake and its aftershocks and guard against earthquake-induced disasters causing further casualties. Those who spread rumors to sabotage disaster relief work would be dealt with according to China's laws and regulations. At the meeting, the Politburo Standing Committee decided to set up disaster relief headquarters with Premier Wen Jiabao as head. and Li Keqiang and Hui Liangyu, both vice premiers, as deputy heads. The Politburo also called on all party members in the quake-hit areas to devote themselves to protecting the interests of the public on the frontline of disaster relief work.

Pyongyang, January 19 (KCNA) - Kim Jong Il, general secretary of the Workers' Party of Korea and chairman of the National Defence Commission of the DPRK, paid an unofficial visit to the People's Republic of China, from January 10 to 18 at the invitation of Hu Jintao, general secretary of the Central Committee of the Communist Party of China and president of the People's Republic of China. He was accompanied by Pak Pong Ju, premier of the DPRK Cabinet, Kang Sok Ju, first vice-minister of Foreign Affairs, Pak Nam Gi and Ri Kwang Ho, department directors of the WPK Central Committee, and Ro Tu Chol, vice-premier of the DPRK Cabinet. Party and state leaders and people of China warmly welcomed Kim Jong Il visiting China again at the outset of the new year for the purpose of boosting the DPRK-China friendship and accorded him cordial hospitality with utmost sincerity. He toured the central and southern parts of the PRC. The first leg of his visit was Wuhan and Yichang cities of Hubei Province. Huang Ju, member of the Standing Committee of the Political Bureau of the CPC Central Committee and vice-premier of the State Council, kindly greeted Kim Jong Il in Wuhan upon the authorization of General Secretary Hu Jintao and the CPC Central Committee. President Hu calls for scientific innovation
Among developing countries, China had now taken the lead regarding the general level of science and technological development, said Hu, also general secretary of the Communist Party of China (CPC) Central Committee. He attributed the achievements to the full support of the Party, the nation and the hard work by Chinese scientists and technicians. Hu made the remarks at Monday's inaugural ceremony for both the 14th Congress of the Chinese Academy of Sciences and the Ninth Congress of the Chinese Academy of Engineering Science. He began his speech by giving a brief summary of the country's strenuous anti-earthquake efforts after a powerful 8.0-quake struck Wenchuan County in the southwestern Sichuan Province on May 12. Members of the two academies had made full use of their collective wisdom and power to play an important role in the quake relief, he said. In his speech, Hu mentioned two major historic events -- the National Science Congress in March 1978, and the Third Plenary Session of the 11th CPC Central Committee in December that same year. The science conference has been called a "Spring" for the country's science circles following the end of the Cultural Revolution (1966-1976). The latter ushered in the Reform and Opening-up Drive in the country. Hu recalled it was Deng Xiaoping who talked about major issues regarding the political status. At the meeting, the late leader proposed that science and technology were a productive force, intellectuals were part of the working class, and the key of the country's modernization drive lay with the modernization of science and technology. He reiterated science and technology were the No.1 productive force; human resources were the No. 1 resource; and it was a must to persistently increase the capabilities in independent innovation; it was a must to adhere to the political advantage of socialism, which enabled the government to gather powers to do big things; it was a must that science and technology served economic and social development as well as the people; and it was a must to display the scientific spirit.
