CAMP GRAYLING

Camp Grayling, located in Crawford County, Michigan, is the largest military installation east of the Mississippi River. Camp Grayling is the main training facility for the Michigan National Guard and is the largest National Guard training facility in the nation.
Troops first started training at Camp Grayling in 1914 after the land was donated to the State of Michigan. During the summer months Camp Grayling hosts National Guard units from Michigan and surrounding states. Large artillery, mortar and tank ranges as well as maneuver courses highlight the camp. Recently Forward Operating Bases have been constructed to allow company-sized units to simulate operations.
Grayling Army Airfield is located at Camp Grayling and includes 70 helicopter tiedown pads as well as two 5000 ft runways capable of handing C-130 and C-17 aircraft.
Camp Grayling is located in Crawford County, Michigan adjacent to the town of Grayling.
Camp Information
The Camp Grayling staff is focused to ensure your units have a successful and safe training period. My entire staff will be available during your organizations pre-training Reconnaissance Conference meetings. Our goal is to ensure your success in planning and preparation prior to your arrival.
To reinforce your training success, please adhere to the following critical steps as outlined by the following Joint Maneuver Training Center Key Points of Contact:
a. Camp Grayling Armory: Point of Contact is Sgt 1st Class Carr, Asst. Armory Manager at (989) 344-6129. Hours of Operations are 0730 to 1700, daily. Use of the Armory Drill Floor must be coordinated at least 24 hours in advance.
b. Camp Grayling Provost Marshal Office: Point of Contact is Maj. Nied at (989) 344-6147. Hours of Operation are 0730 to 0100, daily. The Provost Marshal office is responsible for Camp Grayling law enforcement operations and works closely with local law enforcement officials. Additionally, the following areas of responsibility are emphasized:
(1) Force protection. For the protection of all military and non-military personnel, structures and equipment, individuals entering Camp Grayling are subject to search of their person and their vehicle. The current Department of Defense (DOD) Force Protection Condition (FPCON) will be posted at the front entrance of the installation. Commanders are authorized to apply random anti-terrorism measures and multiple security measures to structures, equipment and military personnel during Annual Training 2006. (IAW, AR 525-13). Commanders using random anti-terrorism measures on the main cantonment area should coordinate with the Camp Grayling Provost Marshal’s office to avoid any emergency response by Post personnel.
(2) Privately Owned and Concealed Weapons. Pursuant to Para 2-1, MIARNG Reg. 190-2, dated 10 JUN 02, military personnel are prohibited from bringing personal weapons and firearms into National Guard facilities and onto Training Sites. A soldier possessing a Michigan or Ohio Concealed Weapons (CCW) permit is not exempt from this regulation. Violations will be strictly enforced. A concealed weapon will be seized for ANY violation of the CCW statute and this regulation, and may be subject to destruction of the weapon under current Michigan criminal statutes.
(3) Civilian Business Establishments. Under no circumstances will soldiers carry military weapons of any type into civilian business establishments. The only exception to this policy is the authorization extended to the Military Police in the performance of their duties, with their issued military weapons.
(4) Force Protection Armed Guards for AA&E. Force Protection measures dictate a requirement for all CAT I & II munitions being transported from the ASP to be accompanied by a trained armed guard. The using unit has Primary responsibility for armed guard transportation requirements. Camp Grayling will provide the armed guard(s) for each convoy movement from the CGMTC ASP through the cantonment area upon request. The ASP will coordinate through the Operations Division, Range Control to the Camp Grayling Provost Marshal's Office for availability of armed security guards. Units must confirm all munitions draw with the ASP, 24 hours in advance. Camp Grayling armed guard(s) will report to the ASP 30 minutes prior to the departure of all CAT I & II munitions convoys. Guards will only provide security until the convoy clears the cantonment area through a security gate. The security guard will open and close the gate for the convoy. Units are responsible for off-post ammunition movements destined for either a field ASP site or a range complex on Camp Grayling. This security service and policy guidance is being provided to our customers in an effort to prevent the mixing of live ammunition with training ammunition at Camp Grayling.
c. Environmental: Point of contact is Mr. Hunt at (989) 344-6176. Hours of operation are 0745-1630, daily. Units must follow CG Reg. 200-1. The following requirements must be adhered to:
(1) The State Environmental Section will brief S-4's and designated Unit Environmental Compliance Officers (UECO's) on environmental policy and procedures. Two briefings will be conducted for annual training. . The first briefing will be the first Saturday of AT, 1300 hours, followed by the second briefing the next day on Sunday at 1300 hours. Both briefings will be given in Building 545, Operations and Range Control conference room.
(2) All fuel-dispensing vehicles are required to have a spill response/clean-up kit. Training area fuel dispensing sites will have spill kits available for immediate use onsite. Spill kits and 1/4 ton trailers with 55-gallon drums are available for issue through building 560. All fuel operators are encouraged to use one of 26 concrete fueling pads located throughout the post. A list of these pads and locations are available from the Camp Grayling Environmental Office in Building 30.
(3) Reportable fuel spills and excessive training area damage must be reported to the Environmental Office at 344-6176 or call by radio In the event a spill occurs and the clean-up efforts exceeds unit capabilities, the unit must request the Spill Response REACT Team through the CG Environmental Office Bldg. 30 at 344-6176.
(4) The Camp Commanders Training Area Limitations memo and training area map overlay for the current year must be adhered to at all times.
d. Facility Engineer Division: Point of contact is Maj. Robson at (989) 344-6181. Hours of Operations are 0715 to 2000 Hours, daily. Building repair requests, telephone requests, porta-john requests and any other facility problems should be called into the Work Order Clerk desk at (989) 344-6182. Keys for the trash points will be issued to Major Command S-4's and other organizations upon request. Camp Grayling recycles ALL cardboard and tin cans. Signs are posted in dining facilities and around the installation with directions for cleaning cans and the location of authorized recycle points. The work order clerk will be able to assist on any recycling issue.
e. Computer Center: POC for scheduling is Chief Warrant Officer Reed at (989) 344-6915. Upon approval, the POC for key issue is Ms. Kathy Lince at (989) 344-6191 in Bldg. 36. This building contains 15 RCAS computer workstations and 5 RCAS computer workstations in offices for computer training, distance learning and RCAS access.
f. American Red Cross: Staffing rotates and can be reached at (989) 344-6747/6749. Hours of operation during Annual Training are 24 hours per day. Regional American Red Cross can be reached at (800)880-6426 and the Armed Forces Emergency Services can be reached at (877)272-7238. Additionally, the Red Cross team will be issued pagers (numbers TBD) available through the switchboard.
g. Morale, Welfare and Recreation (MWR): Point of Contact is WO1 Harding at (989) 344-6114. Hours of Operations are 0745 to 1630, daily. Units may request FORSCOM unit fund dividend checks by submitting a memorandum request to this office. Be sure to include the total number of officers, warrant officers and enlisted soldiers present for annual training, include a copy of the duty appointment for the Unit Morale Support Fund Officer, and submit one copy to WO1 Harding, MWR Fund Custodian, Building #117, Camp Grayling, MI 49739-0001. Checks will be prepared and ready for pickup by Tuesday of the second week of AT.
Units are encouraged to use the many MWR recreational facilities such as the fitness center, tennis courts, ball fields, beach and fishing dock, and watercraft available i.e. sailboat, paddle boats and kayaks & fishing boats. We also have an assortment of bats, balls, mitts, rackets, golf clubs and pavilions with stationary grills and picnic tables for unit parties. Phone number for MWR equipment usage is (989) 344-6670. Military personnel encamped at Camp Grayling may take fish from Lake Margrethe without a license, subject to other laws pertaining to regulated species and state fishing rules.
The Camp Grayling MWR Fund Council has purchased washers and dryers for use by soldiers, free of charge. See Para 2.l. (Building 338) and 2.o. (Building 514) for Laundromat specifics. Privately owned boats may be launched from McIntyre Landing on the northwest side of Lake Margrethe accessed from M-72, west of the M-93 intersection.
h. Post Command Sergeant Major: Point of Contact is Command Sgt. Major Richardson at (989) 344-6204. Hours of operations are 0715 to 1700, daily. Upon arrival of units the Camp Command Sgt. Major will coordinate with Joint Force Headquarters and Major Commands Command Sergeant Majors on soldier care issues. The following subjects will be addressed:
(1) Soldier support operations such as AAFES, Fitness Center, Clubs, Benefit Center, and Moral Support Issues.
(2) Facilities available at Jones Lake Base Camp, as applicable.
(3) Soldier's recreation and MWR facility and equipment available to the commands.
(4) Coordinate with Troop Command Sgt. Maj. on installation police call responsibilities and recycling efforts.
i. Post Office: Point of Contact is Warrant Officer Teeple at (989) 344-6171. A drop box is in front of the Post Office. Mailing address for soldiers attending Annual Training is: RANK/NAME, UNIT, Building 200A, Camp Grayling, MI 49739-0001.
j. Post Chapel: Point of Contact is Sgt. 1st Class Brinker at (989) 344-6213. The Post Chapel has a worship area on the main floor and office space, counseling and meditation/relaxation areas on the lower level. In recent years, new furnishings have been added to improve the overall atmosphere of the facility.
k. Distance Learning Center/VTC: Point of contact for scheduling the DLN/VTC room is thru CW3 Reed at (989) 344-6915. Point of contact for VTC Bridging is Ms. Diane Epps at (517)483-5639. Upon approval, Point of contact for Key Code access is the Camp Grayling Housing Office at (989) 344-6213. Point of contact for scheduling use of the conference room (RCAS capable) for briefings or classroom instruction is Sgt. 1st. Class Brooks at (989)344-6166. Upon approval, Point of contact for Key Code access is Ms. Kathy Lince at (989) 344-6181.
l. Camp Grayling Laundromat: Point of contact is Warrant Officer Harding at (989)344-6114. The Camp Grayling Morale, Welfare and Recreation Fund is the proud sponsor of the newly renovated no-cost self service laundry facility equipped with new heavy duty washers and dryers, clothes folding tables and a vending machine to purchase laundry detergent. The Camp Grayling Laundromat is not for use by military dependents, retirees, nor military/civilian campground patrons during the annual training periods.
m. Camp Grayling Troop Medical Clinic: Point of Contact is Col. Lamie at (989) 344-6104. Outstanding medical staffing support is provided by Walter Reed Army Medical Center (WRAMC), Washington, DC. Primary Sick Call is 0730-1130 hours daily; Follow - Up Sick Call is 1230-1630 hours daily and Emergency Sick Call is 1630-0730 hours daily. WRAMC provides a Preventative Medicine specialist to assist in food sanitation visits and will coordinate with the State Veterinary Officer. Range Control must be notified immediately of any medical emergencies via radio or at 989-344-6156. During a life threatening emergency, the TMC may be used to stabilize a soldier being ground evacuated from Main/South Camp. In life threatening emergency, it is imperative to evacuate the soldier(s) to Grayling Mercy Hospital. The TMC does not operate an emergency room, and staffing is geared to sick call and primary care injuries. The Camp Grayling TMC does not fill prescriptions for dependents nor retirees nor for pre-existing conditions or prescriptions (i.e. blood pressure medication, birth control pills, etc). Retirees and dependents are not authorized treatment. Weapons are not authorized in the TMC.
n. Installation Dining Facility: Point of Contact is Lt. Col. Kelly Steffes at (989)344-6591. The IDF is cafeteria-style and tasked to provide mess support to Site Support personnel and AT Advance personnel with orders indicating rations available (Subsistence In Kind). Units sending AT Advance personnel must contact Lt. Col. Steffes with troop strengths. Those with orders stating rations not available or out-of-state will be charged the projected meal rates of: Breakfast $3.00, Lunch $4.00 and Dinner $4.00. The key is an accurate head count; personnel must be on the head count list to dine at this facility.
o. Troop Laundromat: Point of Contact is Warrant Officer Harding at (989)344-6114. The Camp Grayling Morale, Welfare and Recreation Fund is the proud sponsor of the newly renovated no-cost self service laundry facility equipped with new heavy duty washers and dryers, clothes folding tables and a vending machine to purchase laundry detergent. The Troop Laundromat is strictly for military member usage only.
p. Operations and Training Division/Range Control: Point of contact is Lt. Col. Jim Gardiner at (989) 344-6153. The hours of operation are 24/7. Organizations scheduled to train on Camp Grayling are required to first report and sign-in at Building #545, prior to conducting business with other Camp Grayling Divisions. The following requirements must be adhered to before any range or training area can be used:
(1) Units are required to schedule their mandatory range safety briefing with the CGMTC Range Officer prior to the unit's arrival. With this, ensure that your unit Range OIC and RSO Certification Memorandums are complete and have been received by the Range Control Office before your scheduled range safety briefing.
(2) Major Commands senior Range Liaison Officers (RLO) must report for duty at Building #545, prior to their organization becoming operational on any range complex.
(3) Unit’s must meet all suspense’s for; demolition reconnaissance reports, smoke overlays, target/facility requests, movement requests and LFX Plans.
(4) Commanders must sign a Camp Grayling user agreement and environmental statement BEFORE the unit is allowed to move to any scheduled bivouac or training area.
(5) Under Michigan Complied Laws (MCL) 32.241 and 32.224a, Camp Grayling Reservation is closed to the public during periods of Annual Training, to include closing of any roads leading to or from the military reservation. Should road blocks be needed, commanders must submit a request to CGMTC Operations and, if approved, are required to clearly mark all roadblocks or checkpoints for public safety.
(6) A new one-page Camp Grayling installation map is available from the Range Control office. Organizations may draw one (1) map per unit prior to Annual Training.
(7) For general questions and to review or confirm your unit’s range and training area reservations, please call (989) 344-6166.
q. Logistics Division: Point of Contact is Lt. Col. Steffes at (989) 344-6591. Normal operating hours are 0800 to 2000, daily. Prior coordination is required for all other times. Units are required to pre-plan their requirements for Class I through the TISA, Class II, IV, VII & Hazardous Waste through the main warehouse, Class V through the ASP, and billeting through the Housing Office. A current Assumption of Command letter and valid delegation of signature authority (DA Form 1687), completed in accordance with DA Pam 710-2-1, must be provided for each specific class of supply requested.
(1) POL. Bulk Fuel Points are located at Building 570 (Diesel) and 1102 (JP-8) at the Grayling Army Airfield. Bulk Fuel requests must be submitted to the MTC POL Section no later than 90 days prior to the scheduled issue date. Units must simultaneously submit copies of bulk fuel requests to their program managers for funding approval. All requests must include the unit’s DODAAC, UIC, APC and Fund Code. Personnel drawing fuel must be MOS qualified and HAZMAT qualified. The vehicle must be properly dispatched, marked, and pass a safety inspection. (2) Warehouse Issues. All equipment (class II, IV, and VII) issued for troop use in the field will be drawn at the northwest corner of building 560. The warehouse NCOIC is 1st Sgt. Bobenmoyer at (989) 344-6205.
(3) Hazardous Waste Disposal. The HAZMAT office is co-located with POL at building 570. The drop-off point for Hazardous Waste is the northwest corner of building 560. The point of contact for HAZMAT issues is Spc. York at (989) 344-6232
(4) Housing Office. This Office performs all scheduling of troop issue buildings and chargeable quarters. The Housing Office issues out all keys to buildings. DA Forms 1687 are required to draw keys. NCOIC is Sgt. 1st Class Brinker at (989) 344-6213 or Staff Sgt. Hoag at (989) 344-6208.
(5) Class II Janitorial are available for units training at Camp Grayling. Prior coordination is required. Out of state units are required to submit an approved MIPR to USPFO for Michigan, Attn: Ms. Bishop. A pre-printed DA Form 3161 is available. Requests must be submitted no later than 90 days prior to issue date. Point of contact is 1st Sgt. Bobenmoyer at (989) 344-6205.
(6) A limited number of Non-Tactical Vehicles (NTVs) are available for administrative use (not off road). Point of contact is 1st Sgt. Bobenmoyer at (989) 344-6211.
(7) The TSA (MILES Equipment) is located in building 560. The entrance is on the northwest side of the building. Units must have an account established with the TSC at Ft. McCoy, WI. Requests for equipment for AT periods must be submitted to the TSC no later than January 31. The Point of contact is Staff Sgt. Clark at (989) 344-6159
(8) A Weapons Cleaning Center has been established in Bldg. 622M. The key can be drawn at Bldg. 560 at 344-6208.
r. Ammunition Supply Point: Point of Contact is Chief Warrant Officer LeBlanc at 344-6224:
(1) All Class V material must have been forecasted through your MACOM and have an approved DA Form 581 (Request for Ammunition) on file at the Ammunition Supply Point (ASP).
(2) A valid (ORIGINAL SIGNATURES) DA Form 1687 (Signature Card) with supporting Assumption of Command/Delegation of Authority orders MUST be on file before any Class V materials can be issued.
(3) DD Form 626 (Vehicle Inspection Certificate) completed by the requesting organization before entry into the ASP storage area. Two (2) licensed vehicle operators per vehicle with proof of HAZMAT training is required.
(4) Turn-in and reconciliation procedures for ammunition and residue will be reviewed with the NCOIC/OIC during initial issue. The ASP has an information handout packet that can assist you in your Class V procedures. Do not open any Ammunition prior to required use; and do not reconfigure the ammunition from its original issue.
(5) Units are authorized to store ball ammunition at the ASP upon arrival in the cantonment area. Advance storage requirements with the ASP must be complete within 24 hours of arrival. All Ammunition must be secured in a unit container and delivered to the ASP for temporary bunker storage.
s. Airfield Support Division/Grayling Army Airfield: Point of Contact is Sgt. 1st Class Palmer at (989) 344-4300 or (989)348-4038. Hours of Operations at 0730 to 1700 daily (hours of operation can be extended with 48 hours notice).
(1) Aviation Safety Briefings for all crewmembers will be conducted annually, takes approximately 1-hour. Request for new Pilot Orientation Flights will address areas used for special operations, NOE, para-drops, and hot refueling on the airfield. We will have new copies of the SOP available during Pre-Camp.
(2) The airfield requires 24 hours in advance for any special training areas, so de-conflicting with other units can occur. Military pilots must check FAA NOTAMs (Notice to Airmen) regarding the current Camp Grayling Air Field restrictions and/or limitations.
t. Maneuver Area Training Equipment Site (MATES): Point of contact is Lt. Col. Golnick, MATES Shop Superintendent, at (989) 344-4200. Hours of Operation are 0600 to 1630, daily and 0730 to 1600 on weekends. Assistance outside of these hours can be coordinated through the MATES Superintendent.
(1) We ask that you coordinate all your maintenance and parts requests through your own support channels prior to asking us for assistance. Units can coordinate with the MATES Quality Control office for all maintenance support beyond the unit’s capabilities. . Point of contact for the QC section is Maj. Mike McNamara at 989-344-4202/4217.
(2) Questions regarding repair parts, MIPR’s, basic issue items, and ULLS-G can be answered at the MATES Shop office or by contacting MSG Bob Gennrich at 989-344-4203. (Note only the last 4 numbers need to be dialed when calling from the main post).
(3) Person’s requesting either maintenance support or Class IX repair parts must be on a DA 1687 signature card indicating that authority.
(4) Note all requests for combat vehicle loans must go through the Shop Superintendent at the above listed address/number.
Our intent is to provide information on key activities and issues at the Camp Grayling Joint Maneuver Training Center and thereby making your training here the most significant event of your yearly training cycle.
