People claim Mexico have no army , a poor country ect,ect,ect. but in fact Mexico use one of the most powerfull army in North america , with 1.6% of the mexican population served in mexican army. the defense budget is 10.062 billion dollar Mexico's armed forces number some 620,400, including the reserves. Mexico's military is in two branches, the National Defense Secretariat (Army and Air Force) and the Navy Secretariat (Navy, Naval Air Force, Marines). Mission The Mexican Army works around three preparedness missions, or plans: DN1: Preparation of the military forces to repel external aggressions. No military armed force can leave Mexican territory without a declaration of war, and approval of the Congress. The last time this was invoked was in 1942, to send an expeditionary force to the Philippines, after war was declared against Germany and Japan, following the sinking of two Mexican ships by U-boats. In 1990 President Carlos Salinas de Gortari asked the permission of the Congress to send troops to the Gulf War, but it was refused, since there was no declaration of war against Iraq. DN2: Preparation of the military forces to protect the internal security of the country. This would include police actions against guerrilla forces, counter-drug operations, and, originally, political control. Up to 1970, the Mexican Army had been used as a repressive force to maintain the virtual dictatorship of the single-party PRI government. The most controversial use of the military had been called "The dirty war" in the 1960s, which included the 1968 Tlatelolco massacre of students and unsuspecting bystanders. After 1980 these types of operations had nearly completely ceased (see EZLN). DN3: Defense against natural disasters. The Army should always be ready to help the civil population in case of disaster. This include preventive measures. For example, between August and November, military forces are sent to Mexican coastal areas to aid the public in the event of hurricanes or floods. For the Mexican people, the DN3 plan is the most important peacetime operation of the Army. The Army provides food, shelter, medicine, and medical services to the people that need them. This also includes reconstruction of roads and communication services. Because calling the implementation DN3 plan is an acceptance of severe problems, the DN3 plan was not invoked in the 1985 Mexico City earthquake that left large areas of Mexico City in ruins, since the authorities did not want to recognize there was an emergency in the capital, while the army was called to the city, it was just a peacekeeping force. This latter became a severe questioning on the government. Also, the Mexican Army provided aid to the US when the hurricanes Katrina and Rita occurred to help the people in need. |

Many artifacts were produced in that period, and much trade was conducted. The region was a focal point for cultural diffusion, as the Silk Road traversed it. Turkestan covers the area of Central Asia that corresponded to eastern Scythia, Transoxania and Greater Khorasan in Antiquity, and acquired its "Turkic" character from the 4th to 6th centuries AD with the incipient Turkic expansion. Turkic sagas, such as the Ergenekon legend, and written sources such as the Orkhon Inscriptions state that Turkic peoples originated in the nearby Altay Mountains, and, through nomadic settlement, started their long journey westwards. Successive external powers have held the region. Greeks, under Alexander the Great, held the area from 327 BC to 150 BC. Huns conquered the area after they conquered Kashgaria in the early 2nd century BC. With the dissolution of the Huns' empire, Chinese rulers took over Eastern Turkestan[1]. Arab forces captured it in the 8th century. The Persian Samanid dynasty subsequently conquered it and the area experienced economic success[1]. The entire territory was held at various times by Turkic forces, such as the Göktürks until the conquest by Genghis Khan and the Mongols in 1220. Khan gave the territory to his son, Chagatai and the area became the Chagatai Khanate[1]. Tamerlane took over the area in 1369 and the area became the Timurid Empire[1]. |

Puerto Rico, officially the Commonwealth of Puerto Rico (Spanish: "Estado Libre Asociado de Puerto Rico" [literally, English: "Associated Free State of Puerto Rico"]), is a semi-autonomous territory of the United States located in the northeastern Caribbean, east of the Dominican Republic and west of the Virgin Islands. The territory is composed of an archipelago that includes the main island of Puerto Rico and a number of smaller islands and keys the largest of which are Vieques, Culebra, and Mona. The main island of Puerto Rico is the smallest by land area but third largest by population among the four Greater Antilles (Cuba, Hispaniola, Jamaica, and Puerto Rico). Puerto Ricans sometimes call the island Borinquen, from the old Taíno language Borikén .[4] Borikén was the name for the island used by indigenous Taíno people.[5] The current terms boricua and borincano derive from Borikén and Borinquen respectively, and are commonly used to identify someone of Puerto Rican heritage. The island is also widely know as "la isla del encanto" which translated means "the island of enchantment." Puerto Rico is an unincorporated organized territory of the United States [6] granted commonwealth status in 1952.[7] This commonwealth status allows it self-government "in respect of internal affairs and administration, subject to relevant portions of the Constitution and the laws of the United States"[8] and the plenary powers of the U.S. Congress[citation needed]. It was allowed to establish a Constitution for its internal administration and to handle matters of purely local concern, but "matters of currency, defense, external relations, interstate commerce" and postal service[9] are within the jurisdiction of the U.S. federal government. The Commonwealth of Puerto Rico has more autonomy over its own internal and local matters than some of the other U.S. territories. However, it also has less autonomy at the federal level than American states. The Jones-Shafroth Act, enacted in 1917, conferred U.S. citizenship to Puerto Ricans. Puerto Rico has a republican form of government,[7] subject to U.S. jurisdiction and sovereignty.[3] Its current powers are all delegated by the U.S. Congress and lack full protection under the U.S. Constitition. The nature of Puerto Rico's political relationship with the U.S. is the subject of ongoing debate in Puerto Rico, the United States Congress, and the United Nations.[10][11] In 2005 and 2007, two reports on this matter were issued by the U.S. President's Task Force on Puerto Rico's Status.[12] [13] The Popular Democratic Party (PDP), founder of Puerto Rico's current political status, has challenged the reports' conclusions, stating that it had been under the impression that in 1953 Puerto Rico enacted a "new constitution that was entered into in the nature of a pact between the American and the Puerto Rican people" that was recognized by the UN (subject to continued monitoring). The Popular Democratic Party administration also holds the view that "if the Task Force and the Bush Administration stand by their 2005 conclusions (which occurred on Dec. 21, 2007), then for over 50 years the U.S. government has perpetuated a 'monumental hoax' on the people of Puerto Rico, on the people of the United States and on the international community."[14] On the other hand, the White House Task Force on Puerto Rico's Political Status in its December 21, 2007 report, argues that it is not breaking new ground. The United States Department of Justice affirmed the Commonwealth's territorial status in 1959, shortly after the enactment of Public Law 600. The U.S. Supreme Court has held that Puerto Rico remains fully subject to the authority of Congress under the Territory Clause[15] of the U.S. Constitution (See, e.g., Harris v. Rosario, 446 U.S. 651 1980). The report also explains that the U.S. in its official written submission to the UN in 1953, never represented that Congress could not change its relationship with Puerto Rico without the territory's consent, prior to the official submission, the U.S. representative to the UN indicated orally that common consent would be needed to make changes to the relationship between Puerto Rico and the United States.[13] The remaining two-major parties New Progressive Party and the Puerto Rican Independence Party welcomed the recommendations of both reports. |

![]() | Michel Delgado's Terrors of the Soul In early 2005, Senegalese born artist Michel Delgado threw himself into personally and artistically unexplored territory. With complete creative and spontaneous zeal, Delgado undertook the construction of an outdoor, interactive assemblage that he named Terrors of the Soul. Part of the artist's obsession with his own self-exploration, Terrors of the Soul became more than just a new work of art. The three month long task, which began with only a single idea, grew into a complex journey where the artist was faced with finding his direction from among the scattered remains and materials he was able to gather on his tiny island home of Key West. Along the way, Delgado also broke ground with his external battle to articulate his ideas and artistic aesthetic. This film clip contains only the first 5 minutes of the 35 minute full version and offers an excellent introduction to the artist and the unique documentation that he directed. Without the help of an outline, a script, or even a clearly defined result to his efforts, Delgado uses the construction to clarify his own thoughts about creating art and his role in the world as an artist. Self-taught, Delgado turns the Terrors of the Soul experiment into another lesson for himself and his audience. Many of the artist's collectors and followers point to this never before released film as a critical turning point in his career and believe it launched him forward onto the world scene as a powerful and confident new artistic voice.
