'Fegan Floop' (commonly referred to as simply 'Floop') is a fictional character from the Spy Kids films, played by Alan Cumming. He is a playful dreamer whose most fervent desire is to improve his already popular television program. The theme of this program is never explained, though it may be simply an exercise in imagination; all the songs and backdrops refer to dreams.

Floop is depicted as dwelling in a dreamland-like castle, designed by himself. There he creates television serial stories, using virtual-reality technology. Through some unrecorded actions, he enters a partnership with a weapon manufacturer called Lisp and with the corrupt scientist Alexander Minion. These two use Floop and his imagination as a means of creating autonomous robots that serve as fighters. These robots resemble young children, but are incapable of speech. They seek only to overcome their opponents in unarmed combat, obeying no rules of warfare.
Floop, prodded by Minion, arranged for the capture of Gregorio Cortez and Ingrid Avellan. Gregorio had once created a sentient, sapient computer called the Third Brain, which would provide all the intelligence requisite for the robotic fighters. Seeking to rescue their parents, Carmen and Juni Cortez entered Floop's castle and discovered the truth. Juni, representing to Floop that the entire "master plan" had gotten out of the dreamer's control, convinced Floop to avert disaster. The robots were therefore redirected to become a protective rather than a destructive agency. Two of them, who looked almost identical to the siblings Cortez, became characters in Floop's television program; as did a bizarrely transformed Alexander Minion.
