'''Fillmore!''' is a Disney animated television series, created by Scott Gimple. Loosely based on popular police dramas of the 1970s, such as ''The Mod Squad'', ''Fillmore!'' is centered on reformed juvenile delinquent Cornelius Fillmore and his partner Ingrid Third. As part of the Safety Patrol at X Middle School, Fillmore and Third solve crimes. ''Fillmore!'' is aimed at young teenagers but attempts to appeal to viewers of all ages. The series usually presents child-friendly versions of common crimes, such as stolen scooters instead of cars and smuggling tartar sauce.
Disney canceled ''Fillmore!'' in 2003, but the series continued to air on the American cable television lineup ABC Kids and the Canadian Family Channel. Several episodes of the second season remained unaired in the United States until Toon Disney broadcast the series. The Disney Channel in the United Kingdom showed the series in its entirety.. It has aired on the Arabic version of The Disney Channel and is currently airing on MBC 3 as part of its morning ''Disney On 3'' slot.
The theme music was written and performed by filk band Ookla the Mok and appears on their album ''Super Secret'' as the intro to the song "Das Über Tüber, or the Mystery of Mr. P." The announcer of the series is longtime voiceover actor Don Lafontaine.

Main Characters
All of the main characters are named after real streets in San Francisco.
★ 'Cornelius Fillmore' - Fillmore is in the seventh grade at X Middle School, where he is a member of the Safety Patrol. Fillmore was a juvenile delinquent, doing crimes such as stealing other peoples' lunch money. Fillmore's life changed when Safety Patrol member Wayne Liggit gave him a choice: Spend the rest of middle school in detention or help him solve another case. Fillmore was recruited into the Safety Patrol as a result of his helping out. After Wayne moved Fillmore didn't want another partner, even when Vallejo tried to set him up with Parnassas. He met Ingrid Third and after helping her to clear her name requested her into the Safety Patrol.
Fillmore's delinquent past comes back to haunt him time to time. When Ingrid found a homemade rocket in the canteen ceiling, she had suspicions that it caused the biggest custard spill in X's history. After finding Fillmore's fingertips on it she confronted him in which he confessed that he tried to however the stage collapsed before he had the chance. Fillmore wasn't allowed to join the mini-golf team because of his delinquency and to get back at them he bet their prized possessions and won. He stopped playing because he beat the entire golfing team so badly that they all stopped playing. Fillmore has been known to have other partners in his delinquent days: Sonny and Penny who appeared to have turned it around like Fillmore but are revealed to still be delinquents.
It is revealed that Fillmore is an only child and has a pet dog. He also seems to be close with his parents. Fillmore is voiced by Orlando Brown.
★ 'Ingrid Third' - Third is Fillmore's second partner in the Safety Patrol. Before she arrives at X Middle school it was revealed she was sent to a reform school in Nepal for an incident involving a stinkbomb and a piñata.Third, another former delinquent and a certified genius (She becomes the smartest kid in X middle school), arrives at X Middle School and partners with Fillmore after he helped her clear her name in "Ingrid Third, Public Enemy #1". Third has a photographic memory which is really helpful in solving crimes. She can also pick locks which is only seen twice in the entire series. Ingrid also owns her own robot which can be controlled by her home computer and controller. It's main purpose is to fight crime. However Ingrid uses it for the Safety patrol to follow people around. It was only seen once (Shown in 'A Cold Day at X') and was used to help free Fillmore. It was also mentioned in 'Nappers Never Sleep'.
During her first few months Ingrid had trouble fitting in (shown in 'Red Robins Don't Fly') because she is considered too new. Later on in the episode, however, she remains loyal to her friends in the Safety Patrol, even though she and Malika had become good friends and had a lot in common. She is very good friends with Fillmore, often helping him by giving advice. She was the only one to succeed in helping him get over the death of his pet goldfish.
It is revealed that Ingrid has an older sister named Ariel and her father is a professor. Her mother is never mentioned in the show, allowing fans to assume her mother may have died. Third is voiced by Tara Strong. She also makes a cameo appearance in one episode of .
★ 'Vallejo' - Vallejo is the junior commissioner of the Safety Patrol and Fillmore's immediate superior. His character is based on the stressed-out captain typically seen in the genre the cartoon depicts. Vallejo's first name is "Dutch"
. Vallejo has had some rough experiences in the Safety Patrol such as losing his friend Malika when she joined the Red Robins, and betraying his partner Frank after a case went wrong. Vallejo is voiced by Horatio Sanz.
★ 'Karen Tehama' - Tehama is the crime scene investigator on the Safety Patrol who has a keen interest in forensics. Although she appears in almost every episode, she is more of a background character. Tehama is voiced by Lauren Tom.
★ 'Joseph Anza' - Anza is partnered with Karen Tehama. Although he appears in almost every episode he (like Tehama) is more of a background character. He is voiced by Danny Tamberelli.
★ 'Danny O'Farrell' - O'Farrell is the crime scene photographer for the Safety Patrol. He has a tendency to get on other people's nerves and has some weird thoughts and ideas such as trying to photograph his own butt. O'Farrell serves as the primary source of comic relief on the show. O'Farrell is voiced by Kyle Sullivan.
★ 'Wayne Liggett' - Liggett is Fillmore's first partner. Liggett originally caught Fillmore and persuaded him to turn his life around. Liggett's family moved to Tennessee shortly before the series takes place, although the character does appear in two episodes: "Ingrid Third: Public Enemy #1" and "South of Friendship, North of Honor." Liggett is voiced by Lukas Behnken.
★ 'Principal Dawn Folsom' - Folsom is the image-conscious X Middle School principal. She is voiced by Wendie Malick.
★ 'Vice Principal Donald Raycliff' - Raycliff is the vice principal of X Middle School, constantly aiding Principal Folsom in her job. He is voiced by Jeff Probst.
Minor Characters
The following characters have only appeared in a few episodes but have a strong relationship with the main characters.
★ 'Joelle and Karim Fillmore'- Fillmore's parents, who only appear in 'Cry, The Beloved Mascot', but are sometimes mentioned off screen. Due to this there isn't a lot about them that is known. They were voiced by Holly Robinson Peete and Gary Dourdan.
★ 'Professor Third'- First appearance in 'Red Robins don't Fly' and made a second appearance in 'A Cold Day at X', but plays a very minor role. The only thing that is known about him is that he is very bad at looking after himself as said by Ingrid when she explains to Fillmore about a past experience. He is also a Professor at a university . His first name is unknown. He is voiced by Anthony Stewart Head.
★ 'Ariel Third'- Was first mentioned in 'Next Stop, Armageddon' by Ingrid but her name wasn't mentioned until 'A Cold Day at X' where she made a short appearance. She has a similar hairstyle to Ingrid and collects pictures of mailboxes. She was also voiced by Tara Strong.
★ 'Sonny Lombard'- One of Fillmore's old partners in crime until Fillmore turned it around for himself. Not much in known about his and Fillmore's days before he turned good except that Fillmore served six months of detention for him even when he didn't do anything. Sonny appears in 'A Forgotten Yesterday' in which Fillmore turns to Sonny for help after his bike gets sabotaged. After getting suspended from the force Fillmore turns to Sonny about what to do as they know that Rudy Teravall has the evidence that'll help clear his name, but without a warrant it would be stealing it. At the end of the episode Sonny turned out to just be using Fillmore to get the evidence which turned out to stolen term papers. He was later taken in by the Safety Patrol after being caught. He was voiced by Marcus T. Paulk.
★ 'Malika'- Use to be part of the safety patrol as Vallejo's partner but after an undercover job as a Red Robin she turned on them. She quit all of the clubs she had belonged to and became leader of the Red Robin. Ingrid met her when she was sent undercover as a Red Robin to find some evidence that'll finally stop them. However Ingrid and Malika became good friends finding they have a lot in common. Malika wanted her to take over the Red Robins even when she found out Ingrid was actually undercover. However Ingrid stayed loyal to the safety patrol and with the help of Fillmore brought Malika down. Malika was voiced by Lynsey Bartilson.
★ 'Penny Madrid'- Another one of Fillmore's ex partners. She appeared in 'Immune to All but Justice'. She apparently turned it around for herself and was helping Winston Kotter with the Canadian charity drives. However when he turned out to be dealing in fake baseball cards Penny spied on him for the safety patrol. When Winston became out of business due to being found out Fillmore found that some of the card plates were still missing. Due to Penny slipping up he found that she had stolen them from Winston and was going to carry on with the business. Fillmore told her to turn herself in the next day before he could arrest her. She was voiced by Francesca Smith.
★ 'Peter Chestnut'- Once recruited on the force to carry on the family tradition as all 3 of his brothers belonged to the safety patrol. He helped Fillmore and Ingrid discover who was behind the stolen lobster claws. He found that his brother had stolen them to keep the tradition of Chestnuts always being perfect (it was due to his dreadful handwriting that the printers made the claws say the wrong thing). After they caught his brother Fillmore convinced Peter that he didn't have to follow the family tradition. It turn Peter followed his true ambitions and auditioned for barbershop quartet.
★ 'Frank Bishop' Frank Bishop was once a member of the safety patrol and Vallejo's partner until a case went wrong. In order for the school to not have legal difficulty Frank got the blame and was kicked off the force, even though Vallejo had helped and wasn't punished. He is called back onto the force by Vallejo to help catch the shedder, which turns to be his own sister Francine. After forgiving Vallejo it was assumed at the end of the episode he would be recruited on the force but he never made another appearance.
★ 'Ellaine' Ellaine appeared in 'Nappers never sleep'. However throughout the entire series she can be spotted throughout episodes as a background character.
