 | Helicopter crashes while on duty in quake zones成都军区一救灾直升机失事 CHENGDU, June 1 (Xinhua) -- A military transport helicopter engaging in quake relief work near the Yingxiu Township, Wenchuan County in Southwest China's Sichuan Province crashed on Saturday afternoon, according to military sources. A crew of four and 10 injured local residents were on board for transfer when the Mi-171 helicopter with the quake relief troops of the Chengdu Military Area Command crashed at 2:56 p.m., the military sources said. The helicopter was returning from a mission to carry epidemic prevention experts to Lixian county when it encountered strong turbulence and fog and crashed. Chinese President Hu Jintao, also General Secretary of the Communist Party of China Central Committee and Chairman of the Central Military Commission, has instructed local authorities to carry out search and rescue operations immediately. Hu, who is overseeing quake relief operations in Hanzhong, Shaanxi Province, has also instructed vice chairman of the Central Military Commission Guo Boxiong to fly to front line to direct relevant operations. Guo is en route to Sichuan, and the Chengdu Military Area Command is already carrying out search and rescue operations. |

He will also visit troops and medical workers who are engaged in around-the-clock relief efforts in the hardest hit areas. The president left Beijing for the disaster area Friday morning, to console the victims and inspect the rescue and relief work. During the flight, Hu consulted a map and carefully assessed the quake damage and the progress of relief work with others aboard the plane. Hu Jintao said "After several days of hard work, the relief effort has been comprehensively launched, and is proceeding in a forceful, orderly and effective way. However, the challenge is still immense, the task is still arduous and time is pressing. Although the golden relief time -- the 72 hours after an earthquake occurs -- has already passed, saving lives is still the top priority of our work. We need to make greater efforts in treating the injured, restoring transportation links, telecommunications and power supply infrastructure in quake-stricken areas, and we must ensure basic living conditions for local residents. Currently, quake relief work has entered into the most crucial phase. We must make every effort, race against time and overcome all difficulties to achieve the final victory of the relief efforts." After a two hour flight, President Hu Jintao arrived in Sichuan, the quake-hit area. At 10:30 a.m. Friday, Hu Jintao's plane landed at the airport of Mianyang City. Upon his arrival, Hu Jintao held talks with Premier Wen Jiabao, who has been in the disaster-hit area since Monday, Vice Premier Hui Liangyu and vice chairman of the Central Military commission Guo Boxiong at a meeting room in the airport. They together discussed the situation and how to carry out further relief work. After the meeting, the president traveled by automobile to Beichuan county, the worst hit area during the quake. |
 | President Hu calls for scientific innovation Among developing countries, China had now taken the lead regarding the general level of science and technological development, said Hu, also general secretary of the Communist Party of China (CPC) Central Committee. He attributed the achievements to the full support of the Party, the nation and the hard work by Chinese scientists and technicians. Hu made the remarks at Monday's inaugural ceremony for both the 14th Congress of the Chinese Academy of Sciences and the Ninth Congress of the Chinese Academy of Engineering Science. He began his speech by giving a brief summary of the country's strenuous anti-earthquake efforts after a powerful 8.0-quake struck Wenchuan County in the southwestern Sichuan Province on May 12. Members of the two academies had made full use of their collective wisdom and power to play an important role in the quake relief, he said. In his speech, Hu mentioned two major historic events -- the National Science Congress in March 1978, and the Third Plenary Session of the 11th CPC Central Committee in December that same year. The science conference has been called a "Spring" for the country's science circles following the end of the Cultural Revolution (1966-1976). The latter ushered in the Reform and Opening-up Drive in the country. Hu recalled it was Deng Xiaoping who talked about major issues regarding the political status. At the meeting, the late leader proposed that science and technology were a productive force, intellectuals were part of the working class, and the key of the country's modernization drive lay with the modernization of science and technology. He reiterated science and technology were the No.1 productive force; human resources were the No. 1 resource; and it was a must to persistently increase the capabilities in independent innovation; it was a must to adhere to the political advantage of socialism, which enabled the government to gather powers to do big things; it was a must that science and technology served economic and social development as well as the people; and it was a must to display the scientific spirit. |
