The 'Galactic Empire (Star Wars)' faction in the fictional ''Star Wars'' universe is organized into several groups, which may differ based on the setting in the series' timeline.
'COMPNOR' was an acronym standing for 'Commission for the Preservation of the New Order', and was an umbrella organization for various entities that are designed to maintain support for Emperor Palpatine's New Order.
The group started as 'COMPOR', or 'Commission for the Preservation of the Republic'. COMPOR was created to support then-Chancellor Palpatine and the Republic war effort, organizing "credits for clones" drives and other patriotic programs. It was reorganized shortly after the end of the Clone Wars and establishment of the Galactic Empire.
Imperial citizens were encouraged to join COMPNOR. Members were given exclusive access to breaking news, a free subscription to ''Iron Will'' (official feed of COMPNOR) and a special welcome message from Palpatine himself. Preteen and teenage Human children in the Empire were encouraged to join SAGroup (Sub-Adult Group), a paramilitary youth organization that instilled loyalty to the Empire and prepared youth for enlistment in the Imperial military.
The highest part of COMPNOR is the Select Committee, which served as its Executive entity. Next is the Sub-Adult Group, a Youth organization geared toward converting the younger generation. Two coalitions — the Coalition for Progress and the Coalition for Improvements — serve as bases for the Imperial Security Bureau and Social-political platforms respectively. CompForce is the military and reconnaissance branch, and the early stages of the Imperial Security Bureau also exist during the COMPNOR era.

The Imperial Forces is the military arm of the Galactic Empire, comprising the Imperial Army, Imperial Navy, Imperial Stormtroopers military branch, and Imperial Intelligence (also a rival of the Imperial Security Bureau).
'Imperial Intelligence' is an organization in the fictional ''Star Wars'' Expanded Universe. It is the military intelligence faction of the Imperial Security Bureau, the primary intelligence-gathering organization of the Galactic Empire. However, it is often seen as the ISB's chief rival.
Unlike the Imperial Security Bureau, Imperial Intelligence personnel were not organized according to a military-style system of ranks. Rather, they were assigned on a case-by-case basis. They were formally addressed as "Agent (Name)" in lieu of a rank, such as in "Agent Kirtan Loor".
Imperial Intelligence consists of five subdivisions: Ubiqtorate, Internal Organization Bureau, Analysis Bureau, Bureau of Operations, and The Inquisitorius.
One of the most notable directors of Imperial Intelligence was Ysanne Isard, who briefly became the ''empress'' of the Empire. She attained the position of Director of Imperial Intelligence after framing the previous occupant (her father), Armand Isard, for the theft of datapads containing plans to the first Death Star. Armand was executed for his alleged crime, allowing Ysanne to take over his position.
Thanks largely to the superior training of the Empire, Imperial Intelligence survived the Battle of Endor largely intact (a very large number of missing personnel and resources flowed directly to Warlord Zsinj), and gave much support to Grand Admiral Thrawn during his quest to destroy the New Republic.
Imperial Intelligence was responsible for covert operations in the Empire. The agency had a strong reputation: it is said that the Imperial Security Bureau never succeeded in intercepting and decoding a single Imperial Intelligence document. Whereas the ISB investigated morale and coordinated the military with COMPNOR and Emperor Palpatine's objectives, Imperial Intelligence was an older organization, descended from the intelligence-gathering offices of the Galactic Republic, that specialized in external espionage.

The 'Imperial Inner Circle' was the leadership of the Empire. It was seen in session in ''. Emperor Palpatine acts as the leader of the Imperial Inner Circle, with key Imperial military leaders forming the body. Some prominent members of the Imperial Inner Circle include Grand Moff Tarkin, Darth Vader, and Grand Admiral Thrawn. Also included in this group were key members of the Imperial Security Bureau and representatives from the army and navy. The Imperial Inner Circle discuss only affairs related to the military and those of the state.
The Imperial Inner Circle was formed in conjunction with the Council of Moffs to discuss Imperial affairs.
The 'Council of Moffs' is the governing body of the remaining loyal members of the Galactic Empire and later Imperial Remnant following the death of Emperor Palpatine.
It is comprised of one moff from each sector of the Empire (currently eight), and meets to decide matters of national or pan-Imperial importance. Each moff has one vote on the Council, and it appears that only a simple majority vote is needed to pass a resolution. The Council of Moffs, while technically the governing body of the Empire, is chaired by the Supreme Commander of the Imperial Forces, who is viewed by the populace of the ''Star Wars'' galaxy at large as the "ruler" of the Empire. This is not technically correct, as the Supreme Commander is technically subservient to the Council of Moffs (as is depicted in Timothy Zahn's "Hand of Thrawn" books, ''Specter of the Past'' and ''Vision of the Future''), but the centrality of the armed forces within Imperial culture ensures a great amount of political clout for the position.
The Council convenes at the behest of the Supreme Commander, or in order to debate, pass, or dissolve laws of inter-sector jurisdiction and taxation. Laws, regulations, in-sector taxation and the like are all handled by the moffs individually, with few known checks or balances to their authority inside their given sectors. Moffs also have authority over regional forces within their jurisdictions, known as Sector Fleets, which by the time of the Bastion Accords, are centered around a dozen or so Star Destroyers. On the national level, the Supreme Commander of the Imperial Forces commands the remainder of the Empire's military and naval assets through the regular chain of command in both the Imperial Navy and the Imperial Army. In times of emergency, or at the Supreme Commander's discretion, the Sector Fleets that are normally answerable to the individual moffs can be commanded by the Supreme Commander. The process superficially resembles the manner in which the U.S. president can request command of American states' National Guard units.
It is unknown how moffs arrive at their stations in the Imperial government. For example, the moffs ruling the Empire at the time of the Bastion Accords all appear to have left their posts by the time of the Yuuzhan Vong invasion some years later. Presumably, a moff can only be removed from his or her position through a vote of the Council or resignation. No term limits are known to exist in the Empire's government.
The 'Imperial Security Bureau' (also called 'Imperial Security' or just 'ISB') was a key intelligence organization of the Galactic Empire under Emperor Palpatine. It was separate from, larger than, and often rival to Imperial Intelligence. ISB officers wore white uniforms (in contrast to the Imperial Army gray, and Imperial Navy black).
In addition to operating as a standard intelligence agency, the ISB was a part of the COMPNOR, which was charged with maintaining morale and loyalty among members of the Imperial military. Lord Crueya Vandron, one of Palpatine's closest advisors, was effectively the head of both COMPNOR and the ISB.
The ISB stationed officers aboard all capital ships in the Imperial Starfleet; their duty was to report on any possibly treasonous activities or sentiments present among others of the ship's crew (especially the commander), and to execute them if they showed any signs of doing more than grumbling. The ISB also was responsible for wiping out any memories of the Jedi Order. Among other activities, they destroyed the collection of Jedi antiquities on Obroa-skai.
Several key ISB members died aboard the Death Star, such as Colonel Wullf Yularen, the first of a series of blows, including an all out war with Imperial Intelligence during the "Imperial Mutiny", which took place during the events of Dark Empire.
The 'Imperial Senate' replaced the Galactic Senate of the Old Republic, run by power hungry bureaucrats, with Palpatine as Emperor. In '','' it is told by Grand Moff Tarkin that Palpatine, who began to see that the Senate would support the Rebellion, dissolved the Senate and all that remains of the Old Republic, putting him in complete control of the Galactic Empire. Because the Rebellion was an influential movement in the senate, Palpatine and his council dissolved the remnants of the Old Republic in a special session of the senate. Emperor Palpatine instead gave power to the regional governors and Moffs, to maintain order and control over all colonies and member worlds of the Empire. To many senators, the Imperial Senate is only an advisory council rather than a senate. The ultimate power still lies with Emperor Palpatine nevertheless.

The Prophets of the Dark Side — also known as the Emperor's Secret Order — is a coterie of dark side Force-users originally founded as a splinter cult of the Sith. They return to galactic consciousness to serve the Sith Order during the reign of the Galactic Empire.

The 'Emperor's Hands' are Emperor Palpatine's secret, private Force-sensitive agents and assassins throughout his reign. Along with the Prophets of the Dark Side, they are considered to be among the "dark side elite" (not to be confused with the Dark Jedi of the Dark Side Elite who carried out the Emperor's will during the events of the ''Dark Empire'' trilogy).
