★ Jeremy Clyde - Dick Spackman (Series 1-2)
★ Imelda Staunton - Stella Phelps
★ Patrick Barlow - Bob
★ Kate Isitt - Alison
★ Matthew Ashforde - Darren
''Is It Legal?'' is set in the offices of Lotus, Spackman and Phelps, a firm of solicitors based in Hounslow.
Colin Lotus—who became a partner of the firm only because his father had retired—is very enthusiastic about his job but unfortunately is very inept, which meant he fails to resolve legal matters and it is often up to Stella or Bob to do so.
Dick Spackman is the second partner of the firm but has no knowledge of law or the legal profession, instead prefering to stay in his office watching golf and drinking glasses of sherry.
Stella Phelps is the senior partner of the firm and has had an ambition of being a solicitor since childhood, and always tries to succeed in being the most professional solicitor. However the rest of the firm, especially partners Colin and Dick, hold her back because of their inept attitude towards law and the legal profession.
Bob is the office clerk who could be a top-class solicitor if only he had more confidence, but his mind is always on other things, particularly the break-up of his marriage and his crush on Sarah, a girl who delivers sandwiches from Mr. Bappy, a sandwich bar which is directly below the offices of Lotus, Spackman and Phelps. In every episode he attempts to win her heart, but due to his lack of confidence he never does, instead winning the heart of Stella in the final episode of Series 2.
Alison is the secretary who has a job at the firm only because her boyfriend did conveyancing for them. She is constantly bored and likes to annoy the other members of the firm, particularly Bob, because of his crush on Sarah.
Darren is the office dogsbody who doesn't do a lot, apart from being unreliable and staying in the basement reading dirty magazines and listening to rap music. He did have a crush on Alison but unsuprisingly she wasn't interested.
