Quinn was an agent from "The Company", put in charge of supervising Agents Kellerman and Hale. Seemingly careless and neurotic, Quinn is actually observant, very intelligent, and ruthless. We first saw this when he suddenly broke some of Kellerman's fingers very painfully. Then he killed Veronica's ex-fiancé to use his Internet Messenger to trace her. His attempt to obtain information from Nick, Veronica and LJ fails; Veronica unties her self and hits him with the chair she had been tied to, but instead of finishing him off they all fled. He gave chase, but just as he had cornered Veronica in a clearing, LJ leaps from the forest and knocks him into a well. They leave him, and he calls agents Kellerman and Hale. But when they arrive, they respond by pulling a cover over the well and leaving him there to die, since he is the only one who knows of their failure (and revenge for the broken fingers). Quinn's body is still there weeks later when Veronica, LJ, and Nick return to recover his phone for information. Before dying, Quinn scratched the names KELLERMAN and O. KRAVECKI into the wall, giving LJ a clue to find Kellerman.
There was a notable continuity problem in the episode he appeared in. He had sandpapered the right side of his face to make it bloody, to appear like a car accident victim to win the sympathy of Nick et al. This side was still the bloody side when he began his chase of LJ through the forest, but during the chase the injury migrates to the left of his face.
