'Elizabeth Shelby' is a fictional character in the Star Trek universe. A Lieutenant Commander in Starfleet, she served onboard the USS ''Enterprise''-D during the first Borg incursion of the United Federation of Planets. She was played by the actress Elizabeth Dennehy in her only appearances on Paramount Pictures-produced Star Trek.

Before the Borg incursion of the United Federation of Planets, the USS ''Enterprise''-D encountered (as a result of intervention by a member of the Q Continuum) a Borg Cube in System J-25, 7000 light-years away from Federation territory. This encounter alerted Starfleet to the incoming Borg threat. Work began, led by Lieutenant Commander Shelby, on defensive and offensive means to stop the Borg. This work included means of advancing effectiveness of phasers and weaponry and developing new weapons, along with Federation defensive outposts. When the Borg arrived in Federation space, Shelby was assigned to the ''Enterprise'' for Borg tactical advice.

On the ''Enterprise'' during the Borg Incursion

When the ''Enterprise'' encountered a Borg Cube in Federation Space, Shelby was called to duty. She accompanied Admiral Hanson to the ''Enterprise'' where she assisted the ''Enterprise'' crew in adapting weaponry and defenses to stop the Borg. Shelby hoped to become first officer, which Hanson suggested to Picard, but Riker intended to stay rather than accept his own command; Shelby rankled at the "blockade" to her career.
Most of the weapon enhancement plans failed, for the Borg adapted to many of the ''Enterprise's plans. When Captain Jean-Luc Picard was assimilated by the Borg, Commander William Riker took command of the ''Enterprise'' and Shelby became the first officer. Working together, Riker and Shelby were able to retrieve Picard and stop the Borg threat.

After Serving on the ''Enterprise''

After the Borg incursion, Shelby was assigned to Starfleet Headquarters in order to rebuild the depleted Federation fleet.

In Peter David's novel ''Vendetta'', Shelby is first officer of the ''USS Chekov'', advising its captain, Picard's classmate Morgan Korsmo, on dealing with the Borg.
In Peter David's '' novel series, Shelby is first officer on the ''Excalibur'', before being promoted first to captain of the ''Trident'' and subsequently to admiral. She is married to Mackenzie Calhoun, captain of the ''Excalibur'', and operates out of a Federation Starbase in sector 221-g called "Starbase Bravo".
In the fan fiction webcast series '' [1] [2], Commander Shelby eventually becomes a Captain following the Dominion War. Actress Risha Denney portrays Shelby as the tough but vulnerable commanding officer of the Next Generation-era starship USS ''Excelsior'', which is on patrol in the "Briar Patch" area of Federation space, near the Bak'u Homeworld and Station Deep Space 12.
