Foster was born in Reading, Pennsylvania.
Since the 1990s she acted mainly in stage productions and B-movies. She was the original Detective Chris Cagney in ''Cagney and Lacey'' until she was replaced, after just six episodes into the debut season, by Sharon Gless.

Trivia

Aside from her acting, she is best known for her stunningly pale blue eyes. She was once married to Stephen McHattie. She guest starred in the '' season four episode "The Muse". She also played Detective Chris Cagney on the first season of Cagney and Lacey, following Loretta Swit, who played the character in the TV movie pilot, and preceding Sharon Gless, who played the part in all subsequent seasons.
