Mr. Herriman is a rabbit who wears a top hat, a monocle, a vest, a bow-tie, and a mustache while speaking in an English accent in a personification of the Edwardian era. He is the president of the house and runs things for Madame Foster, his creator. He is the oldest friend in the house, of which fact he is rather sensitive. He is named for Krazy Kat creator George Herriman, with the obvious pun on "hare."
He stands six feet tall (seven feet with his top hat on) and weighs in at 210 pounds. Quite opposite of his carefree and calm-tempered creator Madame Foster, Mr. Herriman is a stickler for rules, having made many silly and impractical rules in an attempt to keep everything "running smoothly" often to the point of being irrational. Throughout the series he has shown a lot of symptoms of having OCD when it comes to cleanliness and following rules perfectly. He usually refers to others in a proper manner, calling males "Master" and females "Miss" in front of their name (and calling Bloo by his full name, 'Blooregard'); the only time he actually addresses people in normal fashion is when he is in pure terror. He sets great store by "proper manners," and is rarely seen acting on his primitive rabbit nature. Though Mr. Herriman is a very firm believer on being proper and having manners, he has shown a lack in social skills, sometimes to the point of being invasive and inconsiderate towards others, especially Frankie. Mr. Herriman is sometimes unaware of modern-day technology and lifestyle, and is often in the mindset of the old-fashioned ways of living.
He and Frankie, Madame Foster's granddaughter, sometimes antagonize one another as well, most often by Mr. Herriman's disrespectful nature towards Frankie. The two of them essentially run Foster's, with Mr. Herriman enforcing the (often absurd) rules and Frankie managing the property and the care of its residents. While they are apparently fond of each other, they often clash over management details.
Mr. Herriman has also shown dislike towards Bloo, as he is a regular troublemaker, and often faces Herriman's wrath. Mr. Herriman very much dislikes Madame Foster bending the rules to allow Bloo to live at Foster's without being available for adoption, which has already caused Mr. Herriman to have less patience for Bloo. Bloo also often breaks many of the rules of Foster's and misbehaves, which shortens Mr. Herriman's patience with Bloo. He has shown numerous times that he wishes to see Bloo either leave or be put up for adoption.
Though they sometimes collide over various things, Mr. Herriman and Madame Foster get along quite well. Mrs. Foster created Mr. Herriman at a very young age, never outgrowing or rejecting him. They seem to have an especially close bond, and Mr. Herriman often dotes on Mrs. Foster and indulges her zany behavior and personality; even to a point of personal embarrassment, just to make her happy. Mr. Herriman was based on the title character from the movie Harvey.
