ANCHOR: And today in the Kingdom of Bhutan, voters are going to the polls for the first general elections ever in a country advertised as 'the last Shangrila,' and where a quarter of the population lives on less than a dollar a day . Here's more from Bhutan. STORY: Masked dancers whirl in the courtyard of a Bhutanese fortress during an annual religious festival. Isolated by the Himalayas, Bhutan is rich in traditional Buddhist culture, but poor, based on its economic development. Two years ago, Bhutan's fourth King left the throne voluntarily. In the process, he turned Bhutan into a democracy, and left the throne to his Oxford-educated son. Today, the tiny nation will elect its first parliament. But there aren't any major political rivalries. This is more of a test-run for democracy: the debates are controlled and both parties have connections to the royal family. Although security remains a major concern, Bhutanese citizens are warming up to the idea of voting. And many hope democracy will bring economic progress. [Sanjaya, Bhutanese Local]: "We are happy that elections are being held in Bhutan and we will be able to elect the people of our choice and they will be answerable to us. So I am happy." Meanwhile, 100,000 Bhutanese refugees still crowd camps in Nepal. And many are hoping the new parliament will find a way to bring them home. [Devaki, Bhutanese Refugee]: "No one knows the future, some people are going to America, some are going to other places but we do not want to go any where else, We want to return to our homeland in Bhutan. With democracy coming in Bhutan I hope our demand for return would be heard." But despite poverty, underdevelopment, and also recent rebel violence, Bhutan has something on the developed nations. It's apparently one of the world's happiest countries. That's based on something called the Gross National Happiness measurement or GNH. It's another one of the former king's legacies, based on the idea that traditions and the environment should not be sacrificed for economic growth. It's also an alternative to the gross national product, or GNP, that instead tries to measure citizens' overall well-being. According to an early survey, 68 percent of Bhutanese people can be classified as happy. But that may change after today.

THe series of flights included 2 technical demonstration flights and 8 Customer relations flights with Druk Air, the national airline of Bhutan. The 737-700 demonstrated engine-out takeoff procedures, single engine missed approach and go around procedures, and landing procedures for landing on both directions on the runway at Paro, utilizing a reduction to idle thrust of one engine to simulate a failed engine. Analysis of the flight data recorders showed that the aircraft met or exceeded performance expectations. Several performance options were subsequently studied to improve available takeoff weight at Paro, including Accelerating the airplane to a speed 10 knots faster than the minimum takeoff speed for improved climb performance, and additional optomization of the turn procedures. A new thrust bump rating, the CFM56-7B26/B2 would offer at least 2% more thrust than the CFM56-7B26 used on the actual demonstration aircraft. This improvement would have allowed Druk Air to fly a 737-700 with full passenger load to all of it's planned initial destinations. This video was inspired by this test flight... Although the Boeing 737-700 proved itself worthy and able to fly to Paro safely and efficently, Bhutan's Government decided to purchase the slightly larger A319 from Airbus. (from wiki) Airbus signed a memorandum of understanding with Drukair in July 2003 for two 114-seat[32] Airbus A319-115, powered by two CFM56-5B engines,[33] for delivery in the second half of 2004.[34] The purchase of the two jets, valued at Nu. 3,534.36 million,[14] was the biggest single purchase ever made by Bhutan, and was largely responsible for a 250 percent increase in the Bhutanese trade deficit over the previous year for the financial year 2004 2005.[35][36] The Bhutanese government issued Nu. 1,767.18 million in government bonds to pay for one aircraft[14] and for only the second time in Bhutan's history intended to seek a commercial loan for the other aircraft,[16] however, in October 2004 it announced it would instead seek a soft loan for this purpose.[14] The first Airbus A319 arrived in Bhutan on 19 October 2004;[32] the date chosen after a Buddhist astrologist was consulted to ensure the aircraft arrived in Bhutan on an auspicious day in the Buddhist calendar.[14] Before entering service on commercial flights on 31 October 2004,[43] Drukair took their A319 on a country-wide flight in honour of the ascencion of Crown Prince Jigme Khesar Namgyel Wangchuck to the Chhoetse Penlop.[14] The second aircraft was delivered by Airbus to Drukair in December 2004.[44]

SAARC leaders hold bilateral talks with President Rajapakse Heads of State reaching the island for the 15th SAARC Summit hold bilateral talks with President Rajapakse. On Demand Video 7'O clock Full News 7'O clock Headlines Indian Prime Minister Dr. Manmohan Singh and President Rajapakse met this afternoon to further strengthen bilateral ties. The meeting took place at the Presidential Secretariat this afternoon. He was accorded a warm welcome by President Rajapskse on his arrival at the Presidential Secretariat. The President expressed his gratitude to the Indian leader for the support extended to Sri Lanka. Sri Lankan and Indian State Officials were present at this meeting. Nepal's Caretaker Prime Minister Girija Prasad Koirala met the President at the Presidential Secretariat this morning for bilateral talks. The President apprised him of his effort to find a solution to the national conflict via the All Party Conference. The Nepalese Prime Minister lauded this effort. Both leaders agreed to develop Lumbini as the most sacred and attractive tourist destination in the region. State officials were present. Bhutan's Prime Minister Jigmi Thinley also called on President Rajapakse this morning and had bilateral talks. Their discussions centred on main challenges confronting the two countries and on the climate change. The Bhutanese leader drew special attention to the development programme mooted by the President and his government despite the challenges confronting the country. State officials of the two countries were present. Bangladesh Chief Advisor Fakhruddin Ahmed who also reached the island for the Summit had bilateral talks with President Rajapakse at the Presidential Secretariat. They focussed attention on expanding direct flights between Dhaka and Colombo. They took cognizance of enthroning democracy in the two countries. The President's efforts to grant democratic rights of the eastern polity earned accolades from Mr. Ahmed. Among those present were state officials of the two countries.
