Much of North Charleston has developed without design regulations or useful zoning laws. As a result, big boxes and chain fast-food restaurants shape the area along Ashley Phosphate, Rivers Avenue and around Northwoods Mall, one of the larger shopping malls in the region and one of the largest in the state. A Tanger Outlet Center has recently opened near Montague Avenue in North Charleston, along with a Wal-Mart, Sams Club, Ashley Furniture, and other retail stores. That area is now becoming heavily developed. Hundreds of big box stores are now located in North Charleston, mostly along Rivers Ave, Ashley Phosphate Road, Montague Avenue, and Dorchester Rd. Each business is separated from the next so walking between them is discouraged and intersections are dangerous (for everyone but especially for pedestrians) due to the high volume of traffic and the lack of any real pedestrian signage.
