The road from State Route 10 (at a point now just west of Lee Avenue in Fort Lee[4][5]) east of Petersburg northeast to Hopewell was added to the state highway system in 1924[6] as 'State Route 1011'.[7] SR 1011 became 'State Route 408' in the 1928 renumbering.
