The supports on the gravel are for the overhead wires. I mistakenly thought it was for the roadbed (thanks goes to Chris Bamberg, one of my railfan buddies, for this info). HRT says that this line is supposed to be open by January 2010, but given the fact that there's no right-of-way here yet, I'd say it'll be longer than that.
