Evidently made on a budget worthy of any classic British TV programme, it nevertheless had a certain charm to it and plenty of catchy songs to make up for the lack of any special effects (bar a puppet crocodile jiving to a funky guitar riff). I guess it's a British production, judging by the voices, the spelling, and the emphasis on Britannia throughout. The program consultant was Dougal Dixon, the crazy "future evolution" guy from one of my Owens/Boardman documentaries, which makes me think less of the work overall.
