Apparently, the seaplane operators want to keep their planes 'feet dry', so they use a ramp and a specially designed track to pull the planes ashore. The ramp has capacity for one plane at a time only, so, as the track works on it, the 'rest of gang' circle around nearby waiting for their turn.
