I think that the opinion of Japanese government has some logical problems. First, let's think about the fundamental difference on the opinion about Dokdo between Korea and Japan According to the Korea's opinion, Silla occupied Ulying-island at A.D.512 and got the sovereign authority on Dokdo. And after that, Dokdo has been belonged to Korea till nowadays. However, we cannot find any record that shows the occupation of Dokdo and Ulying-island but only the record about operations like private fishing. Moreover, what Japanese Government insists goes against the doctrine of succession of government and the doctrine of estoppel. I am going to deal with the doctrine of estoppel in the second question and now, i am going to concentrate more on the doctrine of succession of government. The International law defines the doctrine of succession of government as follows. "If a new party gets the power or establishes a constitution in a similar situation of the territory and population as before, it is just alternation of the government in other word; it is nothing more than a succession of government. After the Second World War, German and Italy government had to compensate for damage to the related nations with the same reason in other word, the identity of nation was maintained followed the doctrine of succession of government. This doctrine is not limited just in the responsibility of compensation. The succession of government is also adapted to what the former government insisted on territory. It is natural and reasonable to follow this doctrine because the insistence on territory is a sensitive topic that can break the world peace and it also has an improtant foundation for a national existence. Japan has been changed from Edo Bakufu to the Japan Empire with Meiji government and to Japan in nowadays. It is conformed to the general order succession of government. However, Japanese government didn't declare that they occupied Dokdo before, and they also recognized Dokdo as a territory of Korea as I stated above. The diplomatic document from Edo Bakufu to Jeseon about the prohibition license to permit crossing the sea can prove this. Considering this circumstance, Meiji government which successes the Edo Bakufu should follow this fact. And actually, the magistrate of Sinema-ken in Meiji government gave an official order about the position of Dokdo like this through a reply to Taejeong in March 21 in 1877, "We, Japan, has no relation with Ulying and another one island. We should remember it. "It shows that Japanese government recognized no territorial relationship between Japan and Dokdo and they also don't have any right or jurisdiction about Dokdo. It is reasonable management that follows the succession of Edo Bakufu. However, in 1905, Japan suddenly insisted that Dokdo is an island that is not belongs to any countries. It is an act that violates not only the doctrine of succession of government and also the doctrine of estoppel.
