Citizens address Greenville County (S.C.) Council on Tuesday, September 4, 2007 as its members prepare to adopt a policy for distribution of the county's hospitality tax funds. The adopted distribution policy creates a system with limited financial oversight and no fiscal accountability in order to fund programs that do not meet legal eligibility requirements of Section 6-1-730 of the South Carolina Code of Laws. The grassroots group "Conservatives in Action" in conjunction with Councilman Tony Trout attempted to create a compromise amendment to place Greenville County's hospitality tax projects in compliance with the South Carolina Code of Laws.
