Title:
Cambodia: SIHANOUK's ECONOMIC POLICY (2of2) [FR]

Description:
SIHANOUK pleads for a greater presence of France whose it would wish a more important help. Concerning the relations with China, he declares: "we do not intend to let to us put into orbit by it". Commerce was handled by the city's ethnic Chinese, relatively new émigrés who arrived toward the end of the nineteenth century eager to become prosperous by performing exactly those activities Sihanouk considered beneath his elite. The Chinese held a near monopoly on business, trade, and informal banking. Those Khmer intellectuals interested in the country's economy were encouraged to become civil servants advising the government, and later to staff the government banks. This royal outlook was buttressed by traditional French attitudes, and the end results was a city cemented along racial divisions: the Chinese were the moneylenders and businessmen; the Vietnamese who had arrived with the French colonialists were middlemen or followed the service trades; the Cambodian were the farmers, civil servants, and intellectuals; the French who stayed on were the foreign experts, chief import-exporters, and plantation owners. In Sihanouk's day one, did not need to know Khmer to travel about the city; French, Vietnamese, or Chinese would suffice? In the untroubled years of Sihanouk's Cambodia, the Vietnamese occupied a minor place in the pecking order of Cambodians commerce. They were tailors, shoemakers and bookshop owners, the latter selling material sympathetic to the Vietnamese communists cause. Vietnamese were clerks in banks and foreign businesses, maintaining relationships that had been established long before independence. It wasn't long before Kampuchea turned upside down by warmongering nation because she grew strong and independence which quicken the American government to destroy it completely.
