Member of the Poliburo Standing Committee of the CPC Central Committee, Zhou Yongkang, made the call while inspecting a collapsed tunnel in Gansu Province. Zhou Yongkang arrived in Shaanxi Province on Thursday afternoon. He then headed to Huixian County in neighboring Gansu Province where the collapsed tunnel along the Baoji-Chengdu Railway is located. En route, Shaanxi provincial officials updated Zhou Yongkang about their disaster relief work. The senior official called on the party committees and governments at various levels in Shaanxi to make the earthquake disaster relief work as their most important and urgent tasks. He also urged them to do their best to rescue the injured, relocate the victims and guarantee their basic standards of living. Zhou Yongkang stressed that Shaanxi -- which borders Sichuan -- should continue making the most of its geographic advantage to help Sichuan with the disaster relief work. The senior official also carefully studied the tunnel rescue work with accompanying experts. The Baoji-Chengdu Railway is the lifeline linking northwestern China to its southwestern provinces. During Monday's devastating earthquake that rocked Sichuan Province -- a freight train derailed -- paralyzing the railway linking Chengdu, the capital of Sichuan, and Baoji City in Shaanxi Province. The train with five hundred tons of gasoline on board caught fire. It burned for about 40 hours before more than 1,500 rescuers put out the fire on Wednesday. Zhou Yongkang urged workers to safeguard against any gasoline explosion and possible quake-induced landslides. But to make every effort to dislodge the damaged train from the tunnel and repair the railway and tunnel so that the line can resume operations as soon as possible. Zhou Yongkang said, "The Standing Committee of the CPC Central Committee's Political Bureau has held two meetings especially for the disaster relief work. And the general-secretary has called on rescuers to make all-out efforts to overcome difficulties and achieve the success of disaster relief efforts. Especially right now, we are rescuing victims in the worst-hit province of Sichuan. And the next step is rebuilding their homes. The recovery of the railway is connected to the lifeline of west and southwestern China." Zhou Yongkang also met with Gansu provincial officials and related experts to further study the railway rescue work on Thursday night.

The quake-damaged Baoji-Chengdu Railway is the lifeline linking northwest China to the southwest provinces. Repairs crews rushed to restore the line immediately after the disaster. They're making an all out effort. There's been a breakthrough in the repair effort. Inside this railway tunnel a 40-car freight train derailed during Monday's quake, paralyzing the rail link between the Sichuan Capital of Chengdu and Baoji City in Shaanxi Province. The tunnel is located in Huixian county of Gansu Province. The train, carrying 500 tons of gasoline, burst into flame. The fire blazed for about 40 hours before being brought under control Wednesday afternoon. Firefighters continue pumping water from a nearby river, then pouring it through the top of the tunnel. Most of smoke has been dispersed outside the tunnel. But inside the tunnel, the smoke is still heavy. Another team of firefighters in the tunnel continues to spray water on the carriages. Vice Political Commissar of Shaanxi Province Fire Department said "70 commandos and soldiers have been here for three days and nights. The head of the train blocked the tunnel after the earthquake. The fire has been put out, but there are still some flames. And it's still a danger because there are 13 rail cars loaded with gasoline that could explode in the heat. We're spraying water to try to keep the temperature down." The official estimated the fire will be extinguished late today or tomorrow. Then the damaged train can be pulled from the tunnel, allowing crews to set about repairing the rail link and the tunnel.
Future CityRail Train - Downer EDI
Hunter-based consortium Reliance Rail (Downer EDI) has been selected as manufacturer for the building and maintenance of 626 new CityRail carriages, the largest single order of rolling stock ever undertaken in Australia. The $3.6 billion project includes $2 billion to build the trains and a new Auburn maintenance facility. RailCorp will pay for the trains and maintenance by making payments over the 35-year life of the contract. The project is set to generate around 250 new electrical and mechanical trades jobs at Cardiff, west of Newcastle, where EDI is based. It is also expected that, according to local content rules, one new apprentice will be employed for every nine workers on the project. Under the contract, Reliance Rail would also be required to ensure that 72 eight-carriage trains were available for service every day, and to build train simulators to train rail staff. On top of the original order, the 626 carriage deal includes the order for an extra 104 growth carriages designed to provide for ongoing patronage on the network. The first carriage is expected to arrive on the network for testing in mid-2009 with replacement of the last non-airconditioned carriages by end of 2012. The train derailed and caught fire after hitting rocks dislodged in the quake. Workers had good reason to celebrate on Thursday morning. After ten grueling days, they got the last freight car out. Long Jing, Vice-director of Railway Relief Headquarters, said, "We now can say our rescue work at this tunnel has achieved major progress. " The Baoji-Chengdu Railway is considered a lifeline linking northwestern China and its southwestern provinces. It's an important access to Sichuan. The Wenchuan earthquake caused this tunnel to collapse. A 40-car freight train then derailed and became trapped inside, paralyzing the line. Now that all the cars have been pulled, workers will focus on repairing and re-inforcing the tunnel. Authorities expect to have the job completed and railway traffic back to normal in 48 hours.

A massive protest against Chinese authorities in Gansu province. The city of Longnan erupted with demonstrations on Monday after local authorities announced they would move an administrative headquarters to another city. By Tuesday morning, an estimated ten to fifty thousand people—mostly farmers—were on the streets protesting, hurling stones and other objects at armed police who were deployed to stop them. Police fired tear gas into the crowds. Some of the protesters overturned vehicles and set them on fire in the biggest protest the province has seen in years. Eyewitnesses told The Epoch Times that more than 100 protesters have been injured, and six or seven are dead. The size and violence of the incident indicates its about more than just potential job loss caused by relocating a few administrative offices. It reflects peoples deep-seated anger, including anger over home demolitions, embezzlement of earthquake relief funds, and police beatings. The protesters were dispersed as of Wednesday, and the police have enforced martial law. The city will be closely monitored, with traffic, communication, and internet access restricted until November 23rd.

They've come from all over the country with a common goal. PLA soldiers, students from military schools, armed police, firefighters, medical workers, and volunteers. Now more than 10,000 rescuers are in Beichuan to help people survive. The 4th day after the quake and about 700 people have been saved from the debris. But many rescuers refuse to be called hero, and some like this soldier are unwilling to leave a name. One PLA soldier said "We will never give up as long as we're still alive. As long as there's the PLA, it will not be the end of the world. Fighting against nature is what defines us." This team of volunteers have just found another survivor under this rubble. Their architectural expertise is particularly helpful in conditions like this. It took them 4 hours to safely remove the fallen pieces. Another life is rescued. One volunteer rescuer said "I just finished working when the earthquake happened. The ground was shaking, rocks falling. So I'm here to help. I can't just go away and I can't just sit there and watch." It is through ways like this that the rescuers carry every single casualty to the medical treatment center and then they have to return from the same way to the rescue site to save more lives. The rescuers barely have any time to eat or sleep. And it is their commitment and belief that have made miracles of life occur even under the hardest circumstances.

In Sichuan alone, 31,978 people have been killed, with 209,905 others injured. On Sunday morning, an aftershock measuring 6 on the Richter scale jolted Jiangyou City in northern Sichuan, causing cracks in the mountain and seriously damaging the city's roads. The Ministry of Health says so far there have been no outbreaks of epidemics or public health incidents in the quake zone. And rescuers are still looking for survivors. Officials say by 4 p.m. on Sunday, a total of 36,563 people have been rescued, and over 4 and a half million victims have been relocated. 37 thousand medical workers engaged in rescue efforts have treated 162 thousand people. 281 rescuers from Hong Kong and Taiwan, as well as Russia, Japan, South Korea, and Singapore, are in Sichuan to help with the disaster relief work. Meanwhile, the National Meteorological Center says rain and even thunderstorms are likely to sweep through several quake-hit areas next week, which is expected to make relief work more difficult.
