Liberal Leader Stéphane Dion says Canadians don't want a federal election, but warned his party is ready to go to the polls unless Prime Minister Stephen Harper meets Liberal demands in the upcoming throne speech. "If, through the throne speech, we see the prime minister wants Parliament to be a rubber stamp, he alone will be responsible for bringing Canada into an election," Dion said during a news conference in Ottawa Tuesday. "If there is an election, we'll be ready, we will win this election." Last week, Harper held his own news conference to tell opposition parties that if they support his speech from the throne on Oct. 16, they must also pass, at later dates, all items that come from it, or risk triggering a federal election. Dion said Harper's comments show he doesn't understand how government works. "He shouldn't say things like he did last week - submit to his will or go to an election. That is not democratic," said Dion. "Parliament has work to do. We can't close our eyes and just vote for every bill. It is unthinkable, what he said." He accused Harper of trying to take Parliament "hostage" by launching an endless series of confidence votes in the upcoming session. Dion repeated his demands that the prime minister commit to an end to Canada's combat role in Afghanistan by February 2009, create a greener federal policy, improve the fight against poverty and strengthen the country's industrial sector. "When we hear the speech, we will assess carefully how it meets what Canada needs and how we, as an opposition, will perform in the reality of a minority government," said Dion. Dion said he wants to make Parliament work and will propose amendments to the throne speech, which lays out the government's plans. The Liberal leader acknowledged he has had a difficult month, losing federal byelections in Quebec and dealing with the scandal surrounding the party's national director, Jamie Carroll. Carroll has accused the party of defamation after controversial comments he was accused of making were leaked. "There has been some damage done. We are a great party. We can take up this challenge," said Dion. "If the prime minister wants to underestimate the Liberals, he will do it at his own expense." Rae appointed foreign affairs critic Dion also announced a shuffle within his shadow cabinet, most noticeably appointing his former leadership rival Bob Rae to the high-profile role of foreign affairs critic. Rae, who was also a former NDP premier of Ontario, does not have a seat in the House of Commons, but plans to run in the next election. There was little mention of the fate of Carroll, Dion's hand-picked national party director, who became a lightning rod for discontent after he was allegedly dismissive of demands for more Quebecers in Dion's inner circle. Dion said the matter is being handled by lawyers and he is unable to comment. With files from the Canadian Press

Missing girl's suspects questioned
Police in Quebec are investigating five "persons of interest" in the disappearance of a Trois-Rivi?res girl almost five months ago, according to media reports. - C?drika Provencher disappeared July 31 from her neighbourhood about 140 kilometres northeast of Montreal after reportedly helping a man look for a lost dog. - At least one of the "persons of interest" being questioned has a history of sexual deviance, media reports said. All have knowledge of the region and could have been present in the Trois-Rivi?res area at the time of her disappearance, the reports said. - Police have said a four-door red 2004 Acura TSX is still considered important in the case. The vehicle was identified by several witnesses in the moments leading up to C?drika's disappearance. - Some 1,200 police officers have been involved in the investigation, with more than 800 cars checked and 2,600 people questioned. Six investigators are still on the case. 'I've always believed she is alive' - The news has given some hope to members of the girl's family, who have worked tirelessly selling T-shirts and coffee mugs to raise money for their continued search. - C?drika's parents, Martin Provencher and Karine Fortier, had to celebrate her 10th birthday in August without her. - C?drika's mother told Le Journal de Montr?al that the holiday season is especially difficult for her, as she never thought that she would go this long without news about her daughter. - But she praised the work of police officers involved in the investigation and said she is still optimistic C?drika will be found. - "I've always believed she is alive, but I am equally aware that it could be the opposite," the newspaper quoted Fortier as saying in French. - The couple, now separated, have made several emotional pleas to the public to help find their daughter. Police have followed up on thousands of tips from across the country. - There is a $100,000 reward for information that helps police find the missing girl. With files from the Canadian Press
Taser tragedy
A man in his 40s died early Sunday morning after RCMP jolted him with a Taser at the Vancouver International Airport, police said. Airport security called the Mounties for assistance after an unidentified man began pounding on windows and throwing chairs and computer equipment in the customs area shortly after arriving on an international flight at 1:30 a.m., Richmond RCMP Sgt. Pierre Lemaitre told CBC News.

Housing Crisis Hope for Hong Kong's Poor

The housing crisis continues for Hong Kong's residents, hitting hardest the poor. Hong Kong's housing rental prices have soared and now many low income earners say they're struggling to make ends meet. They want the government to control rent prices and increase social welfare benefits. Several councillors say they will raise the matter with the Hong Kong government. Here's more. STORY:
Dozens of low income Hong Kong residents met-up with Hong Kong's legislative councillors to talk about housing prices. They want the councillors to urge the government to restrict landlords' rights to increase rent. Many of the residents live in partitioned rooms or "cage dwellings", small cages barely big enough for a mattress. They say they're struggling to pay the rent for even this basic dwelling.
 At the same time, the residents are asking the government to increase their small welfare allowance. One resident says he gets 2000 Hong Kong dollars every month, which, he says, is not enough to cover basic living expenses. [Hong Kong Resident]:
"It is very difficult to cope with my daily expenditure. I need to have three meals a day and also need to pay for transportation to keep on job hunting. It's an average of more than 50 Hong Kong Dollars a day." Groups and residents pushing for housing price reforms say they've met with many government departments to discuss the issue. But they say there has been no progress. Which is why they're asking the legislative councillors to intervene on their behalf.

"It's very distressing to hear those situations and I'm very sympathetic to them. The current rent is soaring so much that the poor are suffering even more. Now the welfare allowance is based on the market price of housing. We all know that the rents of the cage homes or partitioned rooms are very expensive so that I think the Government should face the real situation and adjust it as soon as possible. "

Mining town 'severely contaminated'
Many private homes in the southern Quebec community of Thetford Mines are "severely contaminated" by asbestos and pose a dangerous public health risk, according to a new study released Wednesday. Thetford Mines, a community of about 26,000 residents located just over 100 kilometres south of Quebec City, has long been the centre of Canada's asbestos mining industry.
