Tamil Eelam is comprised of Northern and Eastern provinces of the island Ceylon(Sri Lanka). Tamil Eelam is currently a de-facto state in Ceylon(Sri Lanka) run by LTTE. The LTTE has implemented a judicial system that consists of courts to adjudicate in criminal and civil matters. Currently the Tamil Eelam judicial system consists of district courts, High courts and Supreme court as well as a court of appeal. The district courts handle civil and criminal cases. The two high courts handles criminal cases such as rape, murder, treason and arson. The supreme court has jurisdiction over the whole of Tamil Eelam. The Tamil Eelam courts are said to be effective [48] and people who have a choice sometimes go to the Tamil Eelam courts rather than the Sri Lankan courts. LTTE has also established a police force. The Tamil Eelam police is the other key factor in maintaining law and order. The Tamil Eelam police was formed in 1991 and currently has its headquarters at Killinochi.[29] Police stations have been established in all areas that are controlled by the LTTE. The LTTE claims that their police force is the reason for the low crime rate but critics of LTTE claim that the police force is an integrated arm of the LTTE armed force and that the crime rate is low as a result of LTTE authoritarian rules. However, everyone agrees the Tamil Eelam police force and the judicial system is reason for high degree of rule of law in the areas controlled by the LTTE. Another state function of the LTTE administration is social welfare. This humanitarian assistant arm is funded by tax collection internally .[48] [50] [49]. LTTE has also established an education and health sector that offers services to the people under their control. [29] They have also created a human rights organization, called Northeast Secretariat on Human Rights, that functions to advocate the rights of Tamils. The first colonial invasion took place in 1505. British brought Tamils and Sinhalese under one administration in 1833 and called this new colony as Ceylon. When the British left in 1948, the 20% Tamils were left with 80% Sinhalese within a unitary country where the decisions were taken by democratic parliament system. Under this system, racially polarised Sinhalese and Tamils were ruled by the constant majority of Sinhalese against the democratic wishes of Tamils as Tamils were the constant minority. What are the Tamils demanding? Equal status. It is in your best interests if you recognise their rights. You have the three armed forces: the army, the navy and the air force. But have you been able to wipe out all the Tamils who have been fighting for their rights? You have not been able to do this in the past two-years of the war, as in the past thirty years. You are unable to accept your defeat. Because, for you, it is a question of ego. Accept the truth and grant them equal rights." On the same vein, Rajinikanth targeted the Sri Lankan nation and warned them in no uncertain terms: "When poor and innocent people of suffer, a country will never improve. The people there are dying in large numbers for the past several years. Please understand that their dead bodies are not being buried, they are being planted into the land. Don't forget that these seeds will grow again tomorrow!" The super star implored the Sri Lankan President to give the Tamils their rights and their traditional land because it was in the best interests of Sri Lanka. Kamal Haasan said that it is the responsibility of the International Community to ensure that a ceasefire is implemented in Sri Lanka immediately. "This meeting is taking place so that we express our feelings; we have been asked to keep away from inflammatory speeches. "In a society that does not guarantee fundamental rights, it is natural for radicalism to take root.
